WARNING: The following article contains spoilers for "Nevermore," the season finale of Young Justice: Outsiders, streaming now on DC Universe.
Young Justice: Outsiders concludes with a series of twists and turns fans never saw coming. Tara Markov, instead of carrying out her arc a la The Judas Contract, remained loyal to the Outsiders, while Brion (aka Geo Force) betrayed the heroes and his brother Gregor, stealing the Markovian throne for himself in an act of bloodshed.
However, one of the most intriguing aspects on the finale was the Light -- rather than feeling the pinch of Lex Luthor being exposed -- adding a key member to its ranks. This comes in the form of Markovian ambassador Zviad Baazovi, who's now pulling Brion's strings, making the country a puppet nation for Lex and his cohorts.
Lex's scheming with the Light, plus his continued operation of LexCorp, were outed by Black Lightning after tracing his communications back to the villains. They got this opportunity when Deathstroke and the Light opened communication with Tara to goad her into betraying her squad.
What also helps paint Lex in a negative light is that Superboy has come forward to confess his DNA belongs to Lex and Superman, which means Lex's links to CADMUS will also be brought to the fore. But as he calls this fake news, we don't see the Light worried at all, not even with Lex resigning from the U.N.
Lex reminds them they'll overcome this minor hurdle, as he has lawyers out there sorting the issue out, not to mention they've got a new member, revealing Zviad is replacing Granny Goodness. After Granny betrayed the Light and gave Darkseid the Anti-Life Equation without them knowing, a spot opened up and Zviad fits perfectly with the society's ambitions.
In fact, he's already proven his worth with a sneaky trick when Brion killed Baron Bedlam for displacing Gregor in another coup. Rather than return the throne, Geo-Force seized it for himself, all due to Zviad mentally manipulating the people into supporting Brion, and also using his psychic powers to convince Brion he needs to be a hard-fisted leader, more of a soldier than a diplomat.
Their arc ends with Brion also reinstating Helga Jace as his right-hand woman, which means she'll be continuing her metahuman experiments just like she did with the Markov siblings, whom she dubbed her children. Helga's also working with Ultra Humanite, so it's safe to say she's a member of the Light. Zviad is controlling Brion, meaning Markovia is more or less in their pocket, doing what they want.
It's obvious Markovia will be making more metahumans to kickstart wars and arms races, with Helga ready to ensure Brion has a powerful army at his disposal. Zviad is also keen to stockpile on such individuals, as seen with Infinity Inc. pledging loyalty to Brion.
Zviad struck a deal with Lex, who now has to hide his connections to creating such metas, and it could only spell trouble for the League and Outsiders. Known as the Bad Samaritan in DC's books, Zviad first appeared in The Outsiders in 1986, created by Mike W. Barr and Jim Aparo, advising Bedlam on his coups and also embracing the philosophies of warlords like Hitler.
Born in the European nation of Georgia, he also worked with Checkmate (known for having Max Lord in their ranks) and created political conflicts all over the world, as turmoil was the Bad Samaritan's bread and butter. With his powers being tweaked from a military strategist to a full-blown psychic a la Psimon (some theorists believe he could be linked to Miss Martian's evil brother M'Comm), it remains to be seen how effective Zviad will be in ensuring Brion becomes the tool the Light needs to further wreak havoc on their enemies.
