The Quiet Council is, without a doubt, the most powerful governing body in the Marvel world. Its members are some of the most well-established and inherently mighty men and women of the mutant community, all of which have hugely developed stories and narrative arcs. Separately, this mix of heroes and villains could level cities, but together they are capable of almost anything.

The Quiet Council was sorted into four seasons, acting as representatives for the mutant communities' main sections. Autumn represented natural mutant leaders, winter the criminal element, spring the economic interest, and summer the values of the X-Men. Though the roster has remained fairly consistent, there have been a few subtle changes over the last year.

11 Nightcrawler

Though Nightcrawler is a long-standing member of the X-Men, he doesn't stack up against the power levels possessed by the other members. However, he does exhibit the ideals and compassion of a true X-Man, which is no doubt why he was selected to be a member of the Quiet Council.

Nightcrawler's innate teleporting abilities make him fearsome in battle, as he's able to evade and dodge most attacks directed towards him. Not only that, he has successfully teleported chunks from his attackers before, whether that be the metal of a Sentinel or the occasional arm here and there.

10 Mystique

Mystique has played every card in her deck at least once, working as a spy, assassin, terrorist, and hero on occasion. She is a master at hand to hand combat and various weapons, though her real talent lies in her shapeshifting ability.

Her ability is so specific she has been able to fool superhuman senses, biometric sensors, and voice-activated systems. Not to mention, she can transform into monsters, gain limbs, and even manifest her own body into weapons. She is not higher on this list because she cannot yet maintain such extreme transformations for longer periods of time.

9 Mr. Sinister

Though not strictly a mutant, numerous genetic experiments have warped Nathaniel Essex into a mutant of fantastic capability. HIs considerable powers have enabled him to hold his own against the X-Men in the past, battling their combined might with varied success.

Though his raw power could not rival some of the heavier hitters on this list, his keen intellect and manipulative nature make him a fierce adversary. His telepathy is powerful enough to hold off Emma Frost, and his physical strength allowed him to rip an arm straight from Daken's socket. Keep an eye on Sinister because he always has a scheme in the works.

8 Sebastien Shaw

With vast resources at his disposal, the Black King has been an adversary of the X-Men for decades. His mutant ability allows him to convert energy and use it in any way he deems fit. From energy blasts to enhancing his strength, shaw is a powerhouse in combat.

He has beaten some of the X-Men's heaviest hitters, namely, Colossus, whose hits only made Shaw stronger. Though his abilities are massively powerful, he is also hugely manipulative. His political and economic might make him a threat to anyone, including the Quiet Council.

7 Kitty Pryde

Pryde has filled almost every role in the Marvel handbook, from acting Star-Lord to Red Queen of the Hellfire club. Her phasing abilities are perfect for both stealth operations and hand to hand combat.

By employing her phasing during a battle, Pryde has taken down opponents far more imposing than herself. She can partially phase through something, trapping opponents inside objects, walls, and even inside other enemies. Her years of battle training have made her a keen tactician and certainly at the forefront of Mutant Progression. When Emma Frost is your closest ally, do you really have much to worry about?

6 Cypher/Krakoa

The sentient island of Krakoa bonded with mutant linguist Cypher as a means for facilitating its integration as the Mutant homeland. Cypher is a master of anything communication based; he can understand and translate any language in the universe and has more recently been able to translate anything he sees into pure information.

Krakoa itself can produce hordes of soldiers from its matter, controlling them through its hive mind. While both of them are powerful, they sit on the council as representatives for the interest of Krakoa itself, though it's important to mention that there may not be a council at all without them.

5 Storm

As a long-standing, though not original X-Men member, Ororo is the embodiment of the X-Men's ideals. Not only is she the team's lifeblood, but she is also an Omega level mutant with vast capabilities. Though she is often seen wielding lighting and wind to great degrees, she is also more than capable of destroying entire planets.

It has been heavily suggested that she has magical capabilities, which would add to her already impressive power set, perhaps making her relatively overpowered. For years she has proven her commitment to only the X-Men but the Avengers as well. She is truly a giant for justice, long live the goddess.

4 Xavier

Charles Xavier is arguably the most renowned mutant on the planet. He has been the X-Men's leader and has crafted countless mutants into brilliant heroes in their own right. Though he has demonstrated his raw power numerous times, he often relies on his teams' combined power to overcome larger threats.

Though perhaps controversial, each member above Xavier has bested him at least once, sometimes countless times. The three other council members are willing to do whatever it takes to win; even it means crossing a line they can't return from.

3 Emma Frost

Emma Frost enjoys playing the line between good and evil, though ultimately fights to protect her community. Though many believe Xavier to be the more competent telepath, history would say otherwise. While in a coma, Emma's latent energy blocked him from using his abilities, and she has even sent worldwide telepathic messages without aid.

Emma's secondary mutation, the ability to change into an organic diamond form, gives her a physical edge in most combat situations. She has increased strength and is even immune to telepathic attacks while in this form. Frost is as cold as her namesake, and the rest of the Quiet Council know just how much of a threat she is.

2 Exodus

Exodus has so many powers that even Rogue could only absorb one at a time. His many talents including telepathy, omega-level telekinesis, energy blasts, flight, and teleportation. He has held the entire X-Men at bay, creating a shield over Genosha that trapped them and cut off communications.

His hubris is often his downfall, but his raw power is undeniable. The output from his psychic fight with Xavier was felt thousands of miles away, and he was even able to subdue Jean Grey and the Scarlet Witch. Few could subdue such an opponent alone, so the council best keep a close eye on this one.

1 Magneto

magneto Is An Omega Level Mutant On X-Men

He served as an antagonist for years, acting as an extremist who believed in mutant superiority. However, his latent turn to the right side seems to be sticking, even if he still has some controversial opinions on mutant progression.

Magneto has beaten every person on this list countless times, not to mention having fought against giant behemoths of the marvel universe. This master of magnetism is no stranger to crossing the line, as long as he gets what he wants, which is almost always does.
