The Quiet Council has been the foundation of Marvel's Krakoan experiment since it began. The group of mutant leaders serves as a governing body made up  of different perspectives and histories all uniting for the greater good of mutantkind. However, things on the council have grown increasingly tense, and fractures in the group could only be exasperated by their most recent decision.

The Trial of Magneto #1 by Leah Williams, Lucas Werneck, Edgar Delgado and VC's Clayton Cowles revealed how the Quiet Council voted on the potential resurrection of Wanda Maximoff. And most notably, it reveals how Storm voted against resurrecting her fellow Avenger.

The death of the Scarlet Witch was perhaps one of the worst possible ways for the Hellfire Gala could have ended. The event, billed as the next big step for mutantkind and the unveiling of Planet Arakko (formerly Mars), could be seriously mired by the mysterious murder of a longtime Avenger. This has resulted in a major investigation into what happened to her, while the major figures of Krakoa try to figure out what to do next. However, it turns out there's actually a way to potentially restore the Scarlet Witch. Due to her and her brother's years spent believing they were mutants, their memories and minds were cataloged and recorded by Cerebro.

The Five behind the Resurrection Protocols could theoretically create a new body for Wanda or any human -- but the lack of a mind or memories to place within it would make it an empty husk. However, because of Cerebro recording Wanda for so long, the Five could actually revive Wanda and place an old copy of her mind within the new body. It wouldn't be the same Wanda necessarily, as she'd be missing the most recent events of her life. But it would be a way to bring Wanda back. However, doing so would also reveal to the world their resurrection protocols, which are already some of Krakoa's most closely kept secrets. Because it's such a breach of normal procedure to revive a human, Xavier brings the motion to the Quiet Council to debate.

Magneto is the most vocal champion to revive Wanda -- with Mystique noting that it could be seen as him trying to brush past any crimes he committed. His fury doesn't endear his argument. Ultimately, only three mutants on the Quiet Council vote to resurrect Wanda: Magneto, Nightcrawler, and Kate Pryde. Emma Frost notes that the world is probably better off without the reality-altering capabilities of the Scarlet Witch, especially given her history with the mutant population. The rest of the Council votes against reviving her, ensuring that she remains dead for the time being at least. Notably, while the former villains on the council voting this way isn't surprising, it is somewhat shocking to see Storm among those who vote against Wanda.

Storm has long been one of the X-Men's moral centers, a strong leader who has gotten them through difficult times. She's also worked alongside the rest of the hero community, even serving as an Avenger herself for a time. But apparently, the weight of leadership -- not just as a member of the Quiet Council but as the newly dubbed regent of Sol and leader of Planet Arakko --has led her to make some decisions she believes to be for the greater good. It's a clear indicator that Storm, weighing the options before her, will make a call that even some of her closest allies like Nightcrawler and Kate Pryde would disagree with.

It'll be interesting to see if this decision has any fallout with her fellow Quiet Council members, and how the Avengers see her if they learn the truth about her vote down the line. Traditionally, Storm has been one of the X-Men's stronger links to the broader Marvel Universe, thanks to her tenure with the Avengers and her long-standing relationship with Black Panther. However, this moment hints at some broader trepidation on her part. While her reasons aren't revealed here, Storm's vote suggests that she puts her duties to Krakoa far above any lingering attachment she might have to Earth's Mightiest heroes.
