Ever since the founding of the mutant island nation of Krakoa, the Quiet Council has been its ruling body. From veteran X-Men leaders like Magneto and Charles Xavier to Apocalypse and Exodus, it comprised of some of the most capable and respected mutants of all time. As important as the Quiet Council is to Krakoa's overall stability and place in the world, having such an eclectic group of leaders with such long and varied histories with one another was always bound to create rifts.

But now, the competing priorities and personalities of its leaders have made it clear that the Quiet Council is on the edge of falling apart completely.

While several members of the council have their attention on other matters at the moment, only two, Apocalypse and Jean Grey, have officially stepped down, to attend to matters in the other-dimensional Arakko and with the new X-Men team respectively. There is also the uncomfortable matter of Magneto who is awaiting trial for the apparent murder of Wanda Maximoff following the events of the Hellfire Gala, which makes his current status with the council unclear.

Beyond that, Storm and Nightcrawler have other missions that taking up their attention at the moment. Ororo herself has just been named the Queen Regent of Mars, where which has just established a mutant colony. Meanwhile, Kurt has been embroiled in a journey of self-discovery to both create a unifying mutant religion and prevent whatever it is that Onslaught has in store for mutantkind.

Moreover, the Quiet Council also has at least one member who is actively working against it.

Mystique, on the other hand, wants to bring all of Krakoa to its knees. In X-Men #20, by Jonathan Hickman and Francesco Mobili, brought Mystique to the forefront of the action when she undertook a dangerous mission for Xavier and Magneto in exchange for the resurrection of her late wife,  Destiny, who had been specifically banned from returning to life for unknown reasons. After failing to destroy a base holding the first Nimrod Sentinel, Xavier and Magneto neglected to resurrect Destiny, ostensibly as punishment for her failure. And now, inspired by her late wife's words, Mystique is set to set the Quiet Council and all of Krakoa aflame to get what she wants.

While Mister Sinister has a number of his own twisted experiments and plots always going on, Xavier, Exodus, Emma Frost, Kate Pryde and Sebastian Shaw are the only mutants who still ostensibly have their primary focus on the Quiet Council. While Xavier has his fingers in many pies and Frost, Pryde and Shaw still operate the Hellfire Trading Company, the ancient telepath and reformed villain Exodus is the only Quiet Council member who doesn't have any competing interests right now.

While Xavier has mentioned that the Quiet Council isn't meant to be a permanent solution in the past, it's not clear what the future holds for this mutant cabal, but it doesn't seem tenable in its current form. While the roster of the new X-Men team was recently decided through elections, there could be a chance for a similar election to fill out the Council's roster. Alternatively, the Council may have served its purpose and could find itself replaced by a new system of governance. But with Mystique on the attack, the Quiet Council seems set to burn in the fires of the upcoming Inferno event.
