One of the many intriguing moments in the House of X miniseries was the first meeting of the X-Men's Quiet Council. The gathering of X-Men heroes and villains signaled one of the first steps in the mutant nation of Krakoa building a functional government. Of course, every nation needs laws that its citizens must abide by, even one that is essentially a mutant utopia.
With a collection of characters like Magneto, Apocalypse, Mister Sinister and Mystique among the Quiet Council, there were bound to be some tense moments as they deliberated on how best to rule. Mystique attempted to present a moral dilemma to Nightcrawler by asking his opinion on their matters. Up for the challenge, Nightcrawler created what became known as the third Krakoan law: Make More Mutants.
If the mutant population is going to grow and thrive into the dominant species on Earth, it is critical that their numbers continue to increase. After all of the hedonistic celebrations glimpsed in the finales of House of X and Powers of X, it is only a matter of time before the results spawn a new generation of mutants in the Marvel Universe. However, one X-Men power couple is already teasing that they plan on making the Krakoan law a top priority.
Excalibur #1 catches up with Rogue and Gambit while they enjoy a romantic stroll under the stars. However, while Gambit is considering where the married couple should plant their roots on Krakoa, Rogue has other thoughts on her mind. Specifically, she's ready to get back to the work of being an X-Man. Though she isn't a member of the X-Men's Quiet Council, she is considering the importance of the "Make More Mutants" law.
Rogue and Gambit have a long and rocky relationship, though things have looked up recently after their shotgun wedding in X-Men Gold. Mr. and Mrs. X introduced a power-dampening bracelet Rogue can wear to suppress her mutant abilities when she and Gambit want to be intimate. Now, it appears Rogue is looking toward the future and the prospect of raising a family. Her innocuous comment about making more mutants can be easily overlooked, but when paired with how hard Rogue and Gambit have had to fight for their relationship and their current status as a couple, the next obvious step is children.
Mr. and Mrs. X kicked off with the X-Men becoming foster parents to Xandra, the daughter of Charles Xavier and Lilandra Neramani of the Shi'ar. Xandra really bonded with Rogue, and she may be missing that motherly connection. The only thing left to ponder is if Rogue and Gambit will look to have children the natural way, or if The Five (Goldballs/Egg, Elixir, Proteus, Tempus and Hope Summers) can use their combined powers to create completely new mutants.
