The inherent tragedy of the X-Men's Wolverine (aka Logan) is his deadly history as an assassin, used as a weapon by various nefarious organizations such as Weapon X for their own ends. Although the mainstream version of Wolverine has done his best to overcome his past, there have been other variants of the character who have not been able to escape a brutal destiny.

In a classic issue of What If...?, Wolverine was made into a fully unstoppable weapon and slaughtered his way through most of the Marvel Universe, becoming one of the most tragic versions of the character in the history of the multiverse.

In Mike Millar and John Romita Jr.'s "Enemy of the State" (which ran from Wolverine #20 through #25), Logan was captured by the Hand and HYDRA. Brainwashed by the villainous army, Wolverine was unleashed on the hero community in a bid to kill as many heroes as possible, giving the Hand the opportunity to potentially resurrect more fallen fighters as soldiers in their armada. In the core Marvel Universe of Earth-616, the X-Men and Captain America were able to trap Wolverine and defeat him, giving S.H.I.E.L.D. the chance to restore him and unleash him against the people who had brainwashed him.

But in the reality featured in What If...?: Wolverine Enemy of the State #1 (by James Robinson and Carmine Di Giandomenico), Logan was never restored. Instead, this version of the feral mutant was fully unleashed against the heroes of the Marvel Universe, with his second attempts against various heroes proving far more effective. When the X-Men failed to stop him during his attack on the Xavier Insitute, the brainwashed mutant escaped and continued to slaughter his way through the hero community, dispatching them in brutal fashion and setting them up to be resurrected into weapons as well. Despite the variety of powers used against him, no one was able to defeat him, and he successfully eliminated heroes such as Spider-Man, Moon Knight, and Luke Cage.

Ultimately, the desperate final plan to stop Logan came down to some of the last surviving heroes, which proved fatal for most of them. Ultimately, only Shadowcat survived, finally stopping her former friend and mentor once and for all by phasing one her arms through his head, giving him an injury that his vaunted healing factor was unable to counter. Other versions of Wolverine have gone on similar rampages, most notably the Old Man Logan iteration of the character, who was tricked into wiping out his world's X-Men by Mysterio. But in that world, the former hero found a way to remove himself from the board before ultimately redeeming himself.

The version of Wolverine depicted in this story was even more tragic, as he never got the chance to escape the grasp of the villains. Instead, he remained corrupted and controlled by the Hand and HYDRA until he was eventually killed by his own protege. He never gained the chance to escape his fate of being used as a weapon, and remained a tool of the villains of his world.
