There are plenty of Disney movies with very powerful villains. The protagonists of many Disney films have gone up against immortal pirates, supervillains, and even gods. Some Disney characters, from Maleficent in Sleeping Beauty to Syndrome in The Incredibles, are capable of posing a very genuine threat.

However, there are those who aren't all that dangerous. They might be from a film where death and peril aren't really at stake. They might be dangerous, but only in a way that threatens the protagonists and not anyone else. Alternatively, they might just be incompetent or hampered by weaknesses. Plenty of Disney villains wouldn't threaten the average person.

10 Darla (Finding Nemo)

Darla is the overarching threat of Finding Nemo. She is the dentist's niece, whom Nemo is going to be given as a gift. The reason this is a threat is that Darla always lets her fish die. Darla isn't malicious or even callous. She's just an overenthusiastic eight-year-old who doesn't know how to look after pets.

The closest Darla comes to actual malice is hitting the fish tank to try and make the fish move. It's behavior born of genuine affection for fish and a lack of authority over her. Darla is the closest thing Finding Nemo has to a main villain, and she's nothing more than a young girl in need of boundaries with her pets.

9 Stinky Pete (Toy Story 2)

Plenty of Disney villains are weak just because of their story's scale. Even if Stinky Pete succeeds in his goals in Toy Story 2, he's fundamentally a toy. He's never going to be able to hurt a person or even inconvenience them beyond tripping them up. A careless child could break him in two easily.

Even on the scale of toys, Stinky Pete is a limited threat. He does have his menacing traits. Pete is callous and cynical about the world. He's also intelligent and utterly ruthless. He uses his wits to trap Woody from time to time and even threatens to tear his arm off at one point. However, any number of toys can easily best him in a fight.

8 Sid (Toy Story)

Sid in Toy Story does pose a genuine threat to toys. However, that is the limit of his danger. He's a young boy with an unsettling fascination for disassembling his things. Sid enjoys taking his toys to pieces and then combining those pieces with other toys to create something new. This is an unpleasant experience for them, especially as Sid cares little for design or functionality.

Nonetheless, this is the extent of Sid's villainy in Toy Story. He doesn't know that the toys are alive, and nothing suggests that he's actually a threat to people. His worst behavior toward a human is stealing one of his sister's toys. In Toy Story 3, Sid becomes a sanitation worker and a seemingly normal, healthy adult.

7 Lady Tremaine (Cinderella)

Cinderella is one of Disney's most classic fairy tale adaptations. However, it's also the one with the least threatening villain. Many fairy tales give their antagonists magical powers, a dangerous transformation, or at the very least, great resources. Lady Tremaine, Cinderella's stepmother, lacks all of these. She's instead just cruel.

Lady Tremaine is undeniably villainous. She spends all of Cinderella being vicious to the title character and trying to stop her from marrying the prince. However, she uses entirely mundane means to do so. At no point does she pose any real threat to everyone. Her biggest play in the whole film is to lock Cinderella in her room.

6 Skinner (Ratatouille)

Although Anton Ego is the final hurdle in Ratatouille, Chef Skinner is a more consistent threat throughout. He's rude to both Linguini and Colette throughout and tries to put frequent barriers in their way. When he discovers Remy, he does try to have the rat killed or thwarted numerous times.

However, Skinner is neither competent nor very dangerous. He's an ordinary man who is just concerned with making money. His biggest threat is to Gusteau's reputation. Skinner most shows his weakness in Ratatouille when he tries to kill Remy. Remy escapes and is able to bring down his plot to steal Linguini's inheritance with ease.

5 Cruella de Vil (One Hundred And One Dalmatians)

One Hundred and One Dalmatians' Cruella de Vil is one of the most iconic villains in history. Her appearance, plot, and iconic song all mark her as one of the vilest people in film. However, she's not got any real power. She's an heiress and fashion designer with limited abilities, even for a human.

The most power Cruella de Vil has is from her money. She is immensely wealthy and prepared to use underhand tactics to get what she wants. However, other than kidnapping the dalmatian puppies and hiring thieves to do her dirty work, she doesn't show herself as very capable.

4 Mother Gothel (Tangled)

Mother Gothel is an unsettling presence throughout Tangled. She's a very realistic model of an abusive parent. She has very real intelligence and aptitude for manipulation that she uses to her ends. She keeps Rapunzel in her grasp for 18 years and spends that time working away at Rapunzel's psychology and self-esteem.

Gothel shows her power in other ways. She manipulates the Stabbington brothers into hunting down Flynn Rider and then betrays them without a second thought. However, her magical abilities are very limited. She's long-lived and can manipulate Rapunzel's hair, but that's it. Mother Gothel's intelligence sets her above many Disney villains, but she still pales compared to more overtly threatening antagonists.

3 Shere Khan (The Jungle Book)

Shere Khan from The Jungle Book has some genuine physical threat over many other Disney villains. He is, at the very least, a tiger. He's a very real threat in the jungle, both toward other animals and to human beings. Shere Khan is one of the jungle's most feared beasts. The only things he respects are hunters and fire.

Shere Khan does demonstrate the danger he poses. He kills Mowgli's parents, but he fails to kill Mowgli himself. However, this failure is a recurring trend for him. Even though the other animals fear him, he's defeated by a child with a flaming stick. Shere Khan can pose some danger, but The Jungle Book highlights his weakness.

2 Hans (Frozen)

Hans Westergaard is revealed to be Frozen's main villain halfway through the film. After appearing to be an ally to Anna in finding Elsa, he reveals his plan to take control of Arandelle, leave Anna to die, and execute Elsa. He does almost succeed. Even besides his trickery and stolen power, Hans is enough of a threat to swing a sword.

However, Hans is weak in his own right throughout Frozen. He has no political power of his own, being the youngest of 13 sons. In a straight fight, he isn't close to a match for Elsa and her ice powers. It's only through trickery that Hans poses any danger, and this is undone before long.

1 Oogie Boogie (The Nightmare Before Christmas)

Oogie Boogie earns his popularity in The Nightmare Before Christmas. He's not an overly weak or pointless villain. He's big, strong, and intelligent. He creates elaborate and vicious death traps. It's suggested he has killed people in cold blood, and the inhabitants of Halloween Town are genuinely scared of him.

None of this matters in The Nightmare Before Christmas' climax, however. Oogie Boogie is barely able to even touch Jack Skellington when push comes to shove. Furthermore, despite his strength, he has a clear weakness. As soon as his sack is torn away, he withers to nothing. Almost anybody could defeat Oogie Boogie if they knew how.
