In a new clip from "Mr. Freeze," Hugo Strange becomes the new psychiatric head of Arkham Asylum and has a question or two for the Penguin.

When "Gotham" returns, B.D. Wong's Hugo Strange will be installed as the new psychiatric head of Arkham Asylum. In a clip from "Mr. Freeze," the midseason premiere, Strange has a few questions for the Penguin -- and they all have to do with the death of Theo Galavan.

Starring Ben McKenzie, Donal Logue and David Mazouz, "Gotham" returns Monday, February 29 at 8 pm EST on Fox.
