Considering the return of Red Skull in Avengers: Infinity War, it seems entirely possible that some of the Marvel Cinematic Universe's other villains could make a return in Avengers: Endgame. There may even be some indication in the latest teaser that Ultron will appear in the upcoming film.

There's a lot of precedent in the comics for Ultron returning. It's entirely possible that he found some way to upload himself somewhere. Ultron is able to beat death in the comics by uploading himself into a new body. Although Vision appeared to have destroyed Ultron at the end of Avengers: Age of Ultron, there's a chance a piece of himself might just have ended up in Vision himself.

Of course, it remains to be seen if Ultron will actually appear in the film. However, considering rumors and fan theories that time travel will play a role in the movie, it's entirely possible that the villain might reappear for a short period of time. The villain's reappearance may have something to do with Vision, who died at the end of Infinity War, or Shuri, whose status is uncertain. Shuri was working on separating Vision from the Mind Stone in Infinity War, so it's possible she could play a role in Ultron returning.
