Of all the potential villains to appear inside the pages of Venom, one of the most surprising would be the Ultimate Universe refugee, The Maker. The twisted version of the Fantastic Four's Reed Richards survived the Secret Wars to bring his own brand of villainy to the Marvel Prime Universe, crossing paths with Roberto da Costa's New Avengers and the Ultimates.

Seeing as these two teams have some heavyweight firepower on their rosters, it was surprising to see the Maker take an interest in Eddie Brock and Venom. On one hand, it kind of makes sense, when you factor in what someone with a scientific mind like the Maker could do with an alien symbiote that grants its host with superhuman abilities. But Venom has also spent the majority of his existence as a nemesis to the friendly neighborhood Spider-Man. Again, we're left to wonder what are Maker's ultimate plans for the Lethal Protector? We may have to look no further than to the Marvel Cinematic Universe for answers.

From Insight To Oversight

Eddie thought he was a prisoner of S.H.I.E.L.D., but Venom #7 revealed the Maker to be the one behind his imprisonment. The villain recapped the events from Venom's encounter with the symbiotic dragon last issue to his current status as a captor, with it all boiling down to wanting a sample of the dragon's remains. S.H.I.E.L.D. may be dead, but something new has risen in the shadows to take its place, of which the Maker is now a member of.

The Maker tries to explain exactly who and what he's working for, but even he is having trouble coming up with the right words -- or, he doesn't want to give away all the trade secrets just yet. First, he refers to it as an organization but then quickly takes that description back. Next, the Maker says the group answers to some kind of higher power, but then again he chooses to keep his mouth shut. The only confirmation we're given is a name. "We are called Project Oversight. For now."

There isn't an organization currently operating inside the Marvel Universe that goes by that name, so unless a name change is taking place, this is a brand new gathering of criminals. When looking for clues and answers to what Project Oversight is, a very similar name comes to mind from the Marvel Cinematic Universe, and that's Project Insight.

First appearing in 2014's Captain America: The Winter Soldier, Project Insight was developed by Hydra operatives inside S.H.I.E.L.D. in response to the Chitauri attack on New York in The Avengers, and involved launching three helicarriers into the atmosphere to wipe out select targets chosen by Arnim Zola's algorithm.

Project Oversight is a temporary placeholder, so there is still a chance the final name morphs into the MCU's Project Insight. More than likely it won't be a one-for-one match, but the other characters working with Maker could have the goal of eliminating targets strategically, with a symbiote holding the key to making that happen.

Will Venom end up playing a role in whatever Project Oversight has cooking? Or will he fight back and make a new enemy of the suspicious gathering? We can't wait to find out.
