This Reddit theory postulates that Andy's mother basically built the birthday party around the ultimate present: Buzz Lightyear. As such, she instructed all the guests to keep with the theme, perhaps even including gift suggestions in the invitations. Thus, instead of being a random gift, the bedsheets were part of a greater buildup to the ultimate birthday gift, the one revealed last.

Toy Story definitely supports this theory, starting with the birthday party itself. As the guests begin to arrive, the toys spy on them from the window of Andy's bedroom, anxiously craning to see the presents being brought, guessing whether they contain possible toys that could replace them. Later, Andy opens his gifts, many of which seem to be boring, such as a lunchbox and the aforementioned bed sheets.

However, if the theory is true and the presents are all Buzz-themed, then they served as the ultimate build up to his final Buzz Lightyear action figure present. It's clear Andy is thrilled to receive his new toy, and it's likely that the other Buzz-themed presents helped hype up that excitement.

Considering the state of Andy's room later in the movie, the theory is most likely true. During the "Strange Things" music montage, Andy's room slowly changes to show his shifting interest from Woody to Buzz. As a comment notes in the Reddit thread, bed sheets are not cheap, and the thoroughness of the change in Andy's room in such an implied short time indicates that the various Buzz Lightyear paraphernalia had to come from the themed birthday party. After all, if Andy was so excited about getting a Buzz Lightyear, it would imply that if he did have anything Buzz Lightyear-themed, it would have shown up at the beginning of the movie.

So no, the bed sheets were not the worst present ever, but in reality, part of a themed birthday party. If anything, people should be questioning the kid who brought the Battleship board game. Maybe he missed the memo.
