Although she was Woody's love interest in the first two films, Bo Peep was absent from Toy Story 3, only really appearing in old home videos. However, new promo art for Toy Story 4 seems to indicate the character will return with a pretty major redesign.
The image, which comes from mariopower.official on Instagram, shows Woody and Buzz, who look much the same as they have in the franchise's other three installments. However, Bo Peep, who appears between the two heroes, seems to have undergone a radical redesign during her absence from Toy Story 3.

As this image is not official, t's entirely possible that it will later prove fake. It's also entirely possible that the Bo Peep seen here is different from the one who appeared in the other films in more ways than just what she wears.
Exactly how prominently Bo Peep will feature in the film remains to be seen. John Lasseter claimed in 2015 that Bo Peep and Woody's love story would be the story's central focus. However, Lasseter's role in the film will likely be much reduced, as he is exiting Pixar at the end of the year following allegations of misconduct.

A second photo on the post appears to show promo art for Frozen 2, which makes use of imagery that invokes autumn.
