Mutant Town is a rough place to live, even if the Teenage Mutant Ninja Turtles have been making things better bit by bit where they can. Moving on from the darkest parts of their recent past has been difficult, and now that they're headed towards an even worse future, there is little doubt in their minds that there is still far more work to be done than they had anticipated.

To complicate things further, they're about to embark on a rescue mission for one of the Splinter Clan's deadliest enemies. It's understandable to be distracted by all of this, but that's led to the Turtles' not even noticing that two of the most dangerous mutants in TMNT history are now roaming the streets on their own.

Old Hob's deal with Karai was less than fulfilling, and to make it up to her he relinquished Tokka and Rahzar into the Foot Clan's custody. The two mutants have long been some of the scariest villains that the Ninja Turtles have come up against, ever since their first appearance in 1991's Teenage Mutant Ninja Turtles II: The Secret of the Ooze. During their film debut, the two were created at the behest of Shredder, who forced a scientist to make him a pair of intelligent mutant soldiers to take into battle against the Turtles. Instead of a cunning duo of death dealers, Shredder was presented with two of the least intelligent characters in the series' history. Being dumb doesn't mean they aren't dangerous, though, as Tokka and Rahzar have proven themselves to be time and time again.

The first appearance of the two cemented their place as some of the strongest mutants around, though their diminished intelligence makes it relatively easy for the Turtles to trick them into consuming an antidote to their transformations. They've also shown up throughout several TMNT cartoon series, including the seventh season of the 1987 series wherein they were much more eloquent and capable than in their first outing, though they weren't any more formidable even with the upgrade. The 2012 Teenage Mutant Ninja Turtles series reimagined Tokka as one of six Cosmic Monsters, all of them having been tasked with guarding a piece of the Heart of Darkness with their very lives. While Tokka received a more royal treatment, Rahzar's origin was retooled to him originally being one of the Foot Clan's greatest ninja, the celebrity-by-day/assassin-by-night Chris Bradford. Bradford was initially transformed into a giant dog, dubbed Dogpound, while a second transformation turned him into the much more jagged, wolf-like form of Rahzar.

Tokka and Rahzar don't have much of a history in the IDW series, but their appearances and demeanors so far have leaned heavily on their first outing in The Secret of the Ooze. After being handed over to Karai, the two are loaded up into her helicopter to be taken elsewhere, only for them both to lose control and break through their crates. Once out of confinement, they tear their way into the cockpit to be with Karai, calling for her their "Mama" and being completely unaware of the damage they've caused.

When the helicopter goes down, Tokka and Rahzar seem totally unharmed, even if they're both obviously scared of being away from their perceived caregiver. Now that Karai is in the Turtles' care, it's only a matter of time before the two hulking mutants come beating down their doors to retrieve her. Hopefully, they aren't so dense that the Turtles can't get through to them before they do any serious damage.
