Due to the poor conditions and lack of resources available, the Splinter Clan's home in Mutant Town is a mess in Teenage Mutant Ninja Turtles. The quarantine zone has been neglected by Mayor Baxter Stockman and the government, and it's filled with mutants who are struggling mentally and economically, making it a derelict region of NYC.

The Turtles are trying to help with their dojo, but it's clear the current situation is unsustainable without a clear leader with all of the different personalities around. As a result, Teenage Mutant Ninja Turtles #112 sees the call for elections made, where the Turtles and their allies quickly rally around the former villain Sally Pride.

Sally was a lioness experimented on by Madame Null before she was sent over to the Foot. She became a general in Old Hob's army but grew disenfranchised with his unethical ways. He had no moral compass and set off a mutagen bomb that created mutants who he then exploited by selectively distributing food and medicine. He wanted the people to suffer so they could rely on his generosity, although he crossed a line for Sally as he dealt in child trafficking with Baxter and Karai.

This drove Sally away, to the point she considers his Mutanimals enemies now. And here, Sally shows her assertiveness when a riot breaks out at the dojo. Mona Lisa and her team are angry that Hob turned them into mutants without permission, especially since their families don't want them anymore. Meanwhile, others believe Hob is a community leader, giving them work even if it's as criminals. As they brawl, Mikey calls for a solution and wants Mutant Town to have elections.

As Mikey recovers from his injuries after the fray, April O'Neil nominates Sally to be their mayor since everyone listens to her. She's kind, compassionate and even the Mutanimals have a reverence for her no-nonsense attitude. She knows what it's like to not be human, but she also understands that being a vicious monster isn't the solution so Sally represents the best of both worlds.

The Heroes in a Half-Shell have tremendous respect and gratitude for Sally as she helped them in the past, working with Slash to save mutants when the zone came under threat. As such, they see her as a figure of authority, and everyone agrees with the idea of having her in the running. Interestingly, it's daunting to her as she doesn't see herself as a politician, but Sally knows this is the best chance they have to connect with the outside world, do some good and effect meaningful change for all the mutants in the area. So whether she likes it or not, Sally is in the race to run Mutant Town.
