Following the events of Tiger & Bunny 2's twenty-first episode, the heroes of Stern Bild City have decided to suit up and take down Gregory Sunshine once and for all -- violating their contracts and the city-wide suspension of superheroics in the process. Still, it's a worthwhile trade-off to stop the villain, whose newest target is Abbas Prison, a penitentiary for criminal NEXTs.

With help from a prison guard covertly working for Ouroboros, Gregory knocks out all the prisoners with sleeping gas, before visiting their cells one by one and using his powers to set them on a mindless rampage.

Magical Cat and Dragon Kid

Following the prisoners' escape, the city locks down the block where Abbas Prison is situated. As the police chief orders all units previously protecting Little Aurora to deal with the rampage, the heroes arrive, making quick work of some of the escapees. Agnes broadcasts the battle on Hero TV, and the whole city is transfixed. The response among the denizens is mixed -- while many are thrilled by the heroes' return, the news tries to spin them as irresponsible lawbreakers, and Magical Cat's mother is horrified by her daughter's actions. When Yuri Petrov is ordered to find a solution to the problem, he looks into Kotetsu's file, intrigued by a mention of ''Mission A''.

As Mr. Black battles an entire crowd of Xs, his former partner He Is Thomas watches on Hero TV. Ruby asks if Thomas will spring into action to help Black; Thomas thinks back on his partner's words to leave Stern Bild to him, and assumes that jumping into the fight would hurt Mr. Black's pride.

Police backup arrives in the form of a squad of armored mechs, whose first priority is to stop the superheroes. With the First Leaguers facing opponents from multiple sides, Gregory assumes the mission is a success and calls Sigourney Rosicky asking if he can leave now. Rosicky, however, insists he stay longer, much to Gregory's chagrin.

Origami Cyclone's Friend Edward Is Being Used as Gregory Sunshine's Tool

As Gregory prowls the underbelly of Abbas, he comes across a special prisoner cell. When he peeks inside, he finds the prisoner still conscious; while he panics at first, he soon deduces the person's identity, realizing he can use them to his advantage.

Golden Ryan and Blue Rose make their way to Abbas to deal with Gregory, requesting backup from Kotetsu. However, Kotetsu soon finds his plate full thanks to Edward -- a NEXT prisoner and Origami Cyclone's childhood friend. Edward drags Kotetsu toward the bridge into Stern Bild's mainland, and Origami Cyclone and Wild Bison rush to assist the hero. Origami is furious that his old friend -- who vowed to turn over a new leaf following his release -- is now being used as Gregory's tool to hurt people. He reluctantly knocks Edward unconscious, and he and Wild Bison vow to take Gregory down for Edward's sake.

Meanwhile, Ryan and Blue Rose make it to Abbas and confront Gregory. Unfortunately for them, the villain has backup in the form of the special prisoner -- L.L. Audun. Audun was set up earlier in Tiger & Bunny 2 as Fugan and Mugan's idol, a NEXT vigilante who also served as Mr. Legend's nemesis, eventually being arrested for the murder of several police officers. Audun wastes no time in attacking the two heroes just as the episode smash-cuts to the credits.

Given how powerful L.L. Audun was established to be, it's hard to think of a better way to raise the stakes in Tiger & Bunny 2's final act. Somehow, the post-credits scene manages to go even further.

As Little Aurora is driven into Stern Bild, one of the mayor's aides informs him of her arrival -- before handing him a gun. It's here that the mayor's eyes glow a sinister yellow, signifying that he's being possessed by Rosicky. Worse still, the two of them laugh that Mission A is finally coming to fruition, revealing its true nature -- the assassination of Little Aurora.
