Talia al Ghul has been blackmailed by Director Chase of the DEO, forcing her to become their personal agent against the League of Lazarus. Her blackmail in Robin #15 (by Joshua Williamson, Roger Cruz, Norm Rapmund, Luis Guerrero, and Troy Peteri) however, leads to some dark possibilities about the DEO. Chase forced Talia to work for her by threatening to go after her son for his past crimes.

The fact that Chase has reasonable evidence Damian's past misdeeds means that she has been keeping tabs on him. In addition, the DEO's refusal to act on this information until it could be used as a weapon suggests they've had it for some time. If so, then it isn't too unreasonable to speculate that the organization may have several files on other heroes to blackmail them with the darker parts of their lives.

The DEO Has Files on Robin

First, it is essential to examine the implications of using Robin as a tool against Talia. As a means to coerce someone as strong-willed as Talia, it was a brilliant move. However, Chase's threats to imprison her son also says a lot about the organization without speaking at all. For starters, Damian's past is heavily obscured, by both his mother and father. It was done so to protect him from the consequences of his past crimes, crimes he could not fully be held accountable for due to his upbringing. This allowed him a fresh start where he chose to abide by Batman's no killing rules.

Yet, somehow the DEO gained enough evidence to have a plausible motive to pursue the young man. It suggests that they have been looking into him for some time, exhausting untold hours and resources to learn as much about the youngest al Ghul as they could. In all likelihood, this wasn't because they deemed him a threat, but because he could be a useful weapon against his family. If so, then that means that they intentionally spied on a child, and leveraged his freedom in exchange for his mother's submission to their authority. As questionable means goes for a shadowy organization like the DEO, this is truly despicable.

Chase Threatens Robin

Setting aside the organization's interest in the al Ghuls, it also proves something else: they were able to learn secrets about a hero with close ties to Batman. If they're capable of gaining such valuable information on someone protected by the Dark Knight, then there is no one they can't reach. They may very well have a database filled with files on heroes and their darkest moments. The DEO may know about crimes they committed in their past, or knowledge pertaining to personal desires, reserved until the organization could benefit from it.

If true, this could spark a battle between themselves and the superhero community. They wouldn't stand for being blackmailed en masse, which may explain why the DEO is only targeting one hero at a time. They don't want to overplay their hand. The spy world is still recovering from Leviathan's rise and the DEO would likely not survive a war with the world's heroes. Still, their motives are largely unknown under Chase's leadership, but so far they have proved to be less than a force for good in the world.
