The book in question collects a series run of Detective Comics that was written by Francis Manapul and Brian Buccellato with art by Manapul. It is a deluxe edition that features Manapul and Buccellato's ten-issue Detective Comics run as well as Batman: Detective Comics: End Game #1, Detective Comics Annual #1 and Batman: Detective Comics: Future's End #1.

It's worth noting that Oswald Cobblepot doesn't actually appear in the book being held by Farrell; however, the Gotham City Police Department does play a prominent role. If Farrell is indeed using this book for research, then it could mean he will play a part in HBO's upcoming The Batman series by Matt Reeves, which will center around the GCPD.
