In the world of fiction, characters don't have to settle for being down to earth, some can take on the skies. Anime is filled with characters who can command wind, lightning, thunder, rain, snow, and even sunlight, but then there are the characters who don't settle for just one: they command storms and weather all at once.
Some stories associate this power with the classical element of air, but this isn't always the case. In fact, in Japanese mythology, wind and sky were even considered separate elements, although the latter was more often associated with the spirit world, it's not unheard of for some stories to treat this distinction a bit more literally, either.
10 Pretear: This Is Himeno's Ultimate Goal As The White Pretear
As the Pretear, Himeno has already shown to be able to command various forces of the weather, like wind, ice, and light, just by fusing with the corresponding Leafe Knight.
As the White Pretear, she is prophesized to be the one who turns the red snow, of the evil Princess of Disaster, into white. When Himeno manages to unlock this form, she summons cleansing snow, the Snow of Miracles, that appears to restore those killed by the Princess back to life.
9 Cardcaptor Sakura: The Storm Clow Card Commands Rain & Tornadoes
In this classic shojo anime, there are plenty of Clow Cards that correspond to the weather: Cloud, Rain, and Thunder, but there is a Clow Card, related to all of them, that combines all of these attributes: the Storm Clow Card. Although it's a separate card from The Windy, it's still aligned under it.
The Storm Clow Card can command powerful rain and tornadoes, which can bind a target as well as attack them directly. It does have one common weakness: it can be defeated by being hit in its center, a play on the "eye of the storm."
8 Fist Of The North Star: Juza of the Clouds Represents The Heavens
The Nanto Gosha Sei are made up of five fighters who represent one of the five elements: sea, earth, fire, wind, and sky. Juza of the Clouds corresponds to the final element: the wandering spirit of the heavens, reflecting his desire to live freely.
In the anime, the self-taught Juza can summon a powerful blast of electric energy while attacking an opponent, similar to a storm cloud just about to strike lightning. In the video games, he can explicitly attack with lightning and clouds.
7 Naruto: Darui Combines Water & Lightning For Storm Release
Darui, a shinobi of Kumogakure and eventual Fifth Raikage, has a talent for nature transformations, like wind, water, and lightning. He can combine the latter two to use Storm Release, which allows him to control beams of light.
One of his special abilities is black lightning, a special form of lightning he learned to harness from the Third Raikage. Using this, he can kill and immobilize several targets. The anime reveals he can increase the power of this attack using a shadow clone.
6 Sailor Moon: Sailor Jupiter Can Even Hear The Voice Of The Wind
Sailor Jupiter's storm powers are a double pun: not only was her namesake, the Roman god Jupiter, a thunder god and king of the skies, but the literal planet Jupiter is known for having huge storms and violent weather, including lightning.
Even in her debut chapter, Mako shows her prowess: when the villain, Nephrite, reveals himself, she not only conjures a hurricane, but she also commands her guardian planet to create a storm and shoot down bolts of lightning and thunder, practically killing the enemy on the spot. At the end of the story, she's even revealed to have a psychic connection to the wind, which unconsciously led her to find the other Sailor Senshi.

In the Black Clover universe, Wind Magic not only includes the literal manipulation of wind but can also include derived attributes like smoke and lightning. In this universe, Air Magic is treated as a separate concept.
One of the main characters, Yuno's specialty is Wind Magic, especially in the form of whirlwinds, as well as commanding tornados and gales. He can tap into Creation Magic to create objects from wind. His powers especially increased after Sylph, the spirit of the wind and one of the four elemental spirits, becomes fond of him, even choosing to serve him.

An ally who appears in Stone Ocean, Wes Bluemarine, also known as Weather Report, who, as his alias suggests, has a strong connection to the forces of nature, is able to use an atmosphere-manipulating Stand.
He has a lot of the traditional weather-manipulating powers: he can create clouds, summon rain and lightning, make suits out of air, and call forth tornadoes. But he also can get creative about it, from making it rain frogs to causing oxygen to become toxic.

The female protagonist of the story, Hina Amano, has power over the weather, which mostly manifests in bring sunlight to otherwise rainy places.
She's even earned the nickname "Sunshine Girl" because of her powers. That said, her powers can become deadly if she is pushed towards it, from creating huge waves of water to conjuring bolts of lightning.

Nami's signature weapon is the Clima-Tact, which effectively gives her the power to manipulate the weather. It was originally meant to be used for party tricks, but Nami's skills greatly improved upon it.
Seemingly able to develop new abilities as time goes on, she can create mirages of herself, summon a lightning cloud, control mist, attack with gusts of wind like a sword, conjure showers, and even create enough heat to attack snow, she practically has the elements under her command.

Belldandy is a goddess with a strong affinity to the wind and air, as well as an occasional connection to lightning. She can manipulate the air in different forms, from small gusts of wind to tornadoes. She's also been shown to have a fondness for changing the weather to be more pleasant.
Her abilities also appear to be connected to her emotions. She's not above having jealous bouts, especially in early stories, which can cause "jealousy storms." While Belldandy is normally kindhearted and sweet-natured, she's quite capable of destroying the Earth.
