Avengers: Endgame saw Steve Rogers/Captain America choosing to give his mantle to Sam Wilson/Falcon rather than Bucky. Although some were surprised by the choice, actor Sebastian Stan, who plays Bucky, wasn't.

In an interview with Yahoo News, Stan agrees with the mantle going to Sam, saying, "It makes no sense for [Bucky] to... why would you give it to the guy that's been trying to have a whole new history outside of the thing he's been trapped by. I remember I found out [about Falcon getting the shield] the day we were shooting. I was like 'Oh wow, this is the deal.' But it makes sense. He's [Sam Wilson] has been his [Captain America's] right-hand for a long time at this point."

In the comics, both Bucky and Wilson have served as Captain America, so there was some question as to who would be the one to take over following Endgame. However, Stan's statements make clear he doesn't think Bucky is going to take up the mantle anytime soon.
