One of the most popular animated series to date, Sailor Moon has a great collection of strong heroines and heroes. But with good comes evil, and the villains that litter this multi-season series are just as strong, but some not so much.

The power of evil can be just as strong as good, sometimes even more so. Some evildoers are driven by their desire to be something more, something 'good' while others are simply bad because they want to be. Some are just pawns of their master, while some have a cunning mind of their own that manipulate and cause pain to others. Here is the analysis of some of the most powerful and not so powerful villains within this magical girl series, be it weak-minded, possessing strong magical powers, or otherwise.

10 Weak: Alan & Ann

Mischievous alien siblings who made appearances both in the series and in the Sailor Moon R animated film, Alan and Ann (also known as Ali and An) are the example of a misunderstood villain. Not inherently evil per se, this duo was born from an ominously named 'Hell Tree' who created lifeforms due to its loneliness. However, like the story of Adam and Eve, life became greedy and the tree fled along with Alan and Ann. When the tree became weak, the duo came to earth to steal life-force to replenish their father's strength, unknowing that the tree was nourished by love which was something that these aliens were not so in touch with. In a battle with Sailor Moon, they discover the meaning of love and the tree, as well as the aliens, are reborn.

9 Powerful: Amazon Quartet

The Amazoness Quartet from the '90s Sailor Moon anime.

Also known as the Amazoness Quartet, this group of four forever-young women, Besu Besu, Para Para, Cele Cele, and Jun Jun, work for Queen Nehelenia and as circus performers in their spare time. The group succeeded the Amazon Trio who were unable to execute their task by the Dead Moon Cirus to retrieve Pegasus. They are sent to kill the Trio but are unsuccessful. In the end, the Quartet is redeemed and saved by the Sailor Scouts, however, initially, their judgment was clouded when they sacrificed living a normal life and gave into evil to achieve eternal youth upon accepting the Amazon Stones. They were more childish and without conscience than evil, for example, calling Zirconia, Head of the Dead Moon Circus, hurtful names and teasing her.

8 Weak: Nephrite

One of Queen Beryl's Kings of Heaven, Nephrite, uses trickery and manipulation to steal energy from unsuspecting victims to fuel the Negaverse and its monsters using the Star Crystal. On multiple occasions, posing as a millionaire playboy, he plants the stolen energy into an item which them manifests into a NegaMonster.

Once the monster is defeated, the energy is returned to the person and they are revived. Among his most heinous deception was that of tricking Molly (also known as Naru) a true friend and kind soul who fell truly in love with him, even after she found out of his evil intentions.

7 Powerful: Black Lady

A popular villain, Black Lady is the evil form that Rini (also known as Chibiusa, Sailor Moon, and Tuxedo Mask's future daughter) took when turned by the Wiseman using the Silver Crystal. Using Rini's doubts and insecurities about the past against her, she was turned into this older, evil persona whose enemy was now her mother and the rest of the Sailor Scouts. Her deception goes even further in that she plants a kiss on the lips of her father, Tuxedo Mask. She is changed back to her wholesome childhood self once Sailor Moon takes the form of Queen Serenity, the mother she knew from the past and all is well again.

6 Weak: Doctor Tomoe

Often seen as a shadowy figure with a sinister smile, Dr. Tomoe, was not initially evil at all until a freak accident at his lab tragically kills his wife and young daughter. He was then a proclaimed 'mad' scientist that creates super evil beings thanks to 'daimon eggs' a dark magic. After the accident, with his young daughter, Hotaru (Sailor Saturn) still breathing, he used dark magic to bring her back to life. However, in doing so, Mistress 9 was now in control of Hotaru and was not able to continue living a normal life with her father. He had good intentions but then goes mad as he continues his research which now revolves around evil and dark magics.

5 Powerful: Prince Diamond

One of the most creepiest villains, Prince Diamond of the Black Moon Clan, is in love and obsessed with Sailor Moon/Queen Serenity. He acts upon his obsession by abducting Sailor Moon where he unsuccessfully tried to hypnotize her to help in his efforts to make her his. The scene where he forces himself upon her while she is laying in a bed in clothing other than what she had on originally is cringe-worthy enough, as she is seen crying as he grabs her chin to lean in for an unwanted kiss. The Prince was so overcome by his desires that he even cast aside his close friend, Rubeus.

4 Weak: Amazon Trio

Created by the Amazon Quartet from discarded circus animals, the Amazon Trio, comprised of Hawk's Eye, Tiger's Eye and Fisheye, were one of the longest-running villains to the Sailor Scouts and a fan favorite. Each of them had a certain victim they would seduce to expose their 'Dream Mirror', for instance, Hawk's Eye preferred women older than himself, Tiger's Eye women younger than himself, and Fisheye targeted men.

Even though they manipulated and tricked many people for their gain, in the end, Pegasus, the one thing they sought after, was the one who showed the trio compassion and freed them from their villainous human forms, promising that they will someday be reborn as the true humans they wanted to be.

3 Powerful: Queen Beryl

Queen Beryl, the main protagonist appearing as an honorable mention in every season as well as one of the strongest entities in the Negaverse. Once a normal sorceress who fell in love with Prince Endymion (Darien in the future) but was heartbroken when she found that he was in love with Princess Serenity. Her despair cast her into darkness and her new goal in life was to rule the universe with Endymion at her side. She is an extremely powerful magic user with an arsenal of spells and can even use her hair as a whip. Queen Beryl was a revered ruler over many disciples such as Zoicite, Kunzite, Jadiete, and Nephrite.

2 Weak: Rubeus

Loyal to both Prince Diamond and Emerald, Rubeus is a character with no real endearing qualities. After losing countless times to the Sailor Scouts, and the final time being on his spaceship, he is shamefully left behind when Emerald leaves to go back to their timeline as the spaceship burns. Rubeus was seen on his knees, begging her to take him with her but she coldly refuses, leaving him to die alone and defeated. Karma came back to bite him, since he treated the Spectre Sisters, whom he was the leader of, the same way, using them all as pawns with no concern for them.

1 Powerful: Queen Nehelenia

Known as the anti-Queen Serenity, Queen Nehelenia is the supreme leader of the Dead Moon Circus. Once a Queen beloved by her subjects, she became conceited and wanted her beauty to stay for all eternity. In a fit of madness brought about by an incarnation of the Wiseman in the Queen's mirror, she cast her humanity aside and became mad. The Queen stole the dreams of her loyal followers so she could selfishly remain beautiful. With her defeat after trying to push Sailor Moon and Tuxedo Mask apart, she grows old and is cast back into the mirror where she vanishes.
