There is no wrong way to play Resident Evil 2 in terms of which character's story to play first. However, in order to stay within the official canon of the lore, Claire's side of the game's story needs to be experienced first.

Both stories differ in terms of the characters that they meet in the game, and both have different paths. But the player will ultimately experience the same thing, there are just different side missions for Leon and Claire. The difference in how things play out depending on the order is minimal, but the Claire-then-Leon order is the more accurate one nonetheless.
