Being reincarnated in a new world is not easy, and Rimuru Tempest knows he needs influential and powerful allies to support his young nation of Tempest. He has the dwarf king Gazel Dwargo on his side, and as the multinational summit continues in the Reincarnated as a Slime Episode 39, Rimuru works hard to complete his power bloc in time to face his enemies.

Rimuru convinces Elalude of the Sorcerous Nation of Thalion to join him, but also needs someone to fill the power vacuum within the fallen Falmuth Kingdom. He's already defeated Falmuth's army in battle but the work isn't yet done -- especially where Elalude is concerned.

With newfound political savvy Rimuru plans to incite a civil war in the enormous Falmuth Kingdom by releasing its emperor and making outrageous reparation demands. He'll then use the chaos as an opportunity to install Youm, a human adventurer, as the nation's new king. Ideally, Rimuru and his allies will gain access to Falmuth's advanced farming techniques and exports, and Falmuth will become an allied nation at last. Youm declares he is up to the challenge.

Fuze, who represents the small nation of Blumund, intends to pull strings within the Falmuth Kingdom to support Youm's ascent to the throne, using two friendly Falmuth noblemen named Marquis Miller and Count Herman. Elalude questions Fuze's enthusiastic support of the monster-only nation of Tempest, so Fuze explains his own small nation urgently needs allies, and Rimuru's mighty Tempest is a preferable ally to the Western Holy Church. Fuze trusts Rimuru completely, and it is clearly well-earned.

However, Rimuru's power bloc is not yet complete. Elalude, the archduke of Thalion, still hesitates to join his growing coalition without a compelling reason. He is the cautious type and won't join out of sheer idealism or desperation. So instead, Elalude observes the other politicians at the meeting and evaluates their moves, and has one more question for Rimuru.

Elalude demands to know Rimuru's intentions with his newfound True Demon Lord powers, and he gives the simplest and most honest answer possible: he will use those new powers to create a peaceful and stable world where everyone can be happy. Rimuru also assures Elalude he is able to turn this dream into reality, that power and idealism must go hand in hand, or else they are meaningless. Elalude is satisfied with this answer, and formally declares Thalion and Tempest are now political allies.

This move unites the Armed Nation of Dwargo, Blumund and Thalion to help confront Tempest's many powerful enemies. Rimuru's political skills are at their height, and this is what he needed to confront the Western Holy Church and Clayman. Despite being Reincarnated as a Slime's OP isekai protagonist, he cannot win every battle himself.
