After the Outlaws disbanded in the previous issueRed Hood #51 sees Gotham's most morally conflicted son return to his city, alone once again. Jason Todd has returned to an old place of his in a neighborhood that seems to be surprisingly nice.

Upon returning to Gotham, Todd decided to occupy a place he'd bought many years earlier in an area called the Hill. Apparently, this part of the city was mostly unaffected during the events of Joker War due to some of the locals banding together to form a sort of neighborhood watch, defending the innocents against Joker's goons. Since then, small patches of organized crime have popped up around the Hill, but it's nothing compared to the chaos the rest of Gotham faces.

The actual apartment Jason owns is nothing special, having been abandoned for over a decade, but he is surprised to find how much the area around it has grown, and he is told that it has become prime real estate due to its proximity to downtown Gotham. This makes a dramatic change from his usual living situation, as it is rare for him to have a stable base of operations. During his time as a vigilante, he has lived on a remote island with his best friend and an alien, and more recently ,he stayed in a giant invisible spaceship with an amazon warrior and a Superman clone. While it is a much more humble abode, he considers himself lucky to find a relatively safe space in Gotham.

Not only that, Jason is quickly beginning to make friends in his new home. In the past, he hasn't had the best luck with friends, with his former Outlaws either leaving him or, in some tragic cases, dying. When he moves into his place, however, he encounters Dana Harlow, someone who he'd asked to watch the apartment after he left. She invites him out to dinner with her friends and there he meets Ana, Gary, Sophia and Kish. They all stepped up to stand against criminals during the Joker War, saying they did it not only to protect themselves and their businesses but also to help the community as a whole.

While it might seem on the surface that things are under control in this part of the city, not everything is as peaceful as it seems. As mentioned, gangs are appearing all over the Hill, and their squabbles are causing innocents caught in the crossfire to get hurt. It looks like the citizens aren't going to let their little haven fall to these criminals, and a small group of vigilantes appears to be taking down some of the street-level thugs. Wearing what appears to be modified sports gear and concealing their identities with masks and helmets, the size and shape of these people could possibly match the measurements of Jason's newfound buddies, although that is yet to be confirmed.

Safe is not a word usually associated with Gotham, and "at peace" is definitely not a phrase used to describe Jason Todd, but it seems quite possible that the resurrected Robin may have found a place in the city for him. With new friends around him, and just enough crime to keep him entertained, he may have finally found a place to call home.
