In an environment like the Purge, he would finally be able to attack his victims in the light of day without worrying about retribution from the authorities.

In order to cause as much strife as possible, he even used his strings to forcibly turn civilians against each other. Considering his affinity for chaos and desire to destroy the world, he would thrive under circumstances like the Purge.

Given Gross' macabre disposition, he would love watching the Purge from within the safety of a bunker. As long as the dangers outside posed no threat to him, he would find the spectacle as a meaningful way to keep death in mind without letting it come too close for his liking.

He displayed no sense of self-preservation when being confronted by Integra Hellsing, citing that the lives he had already taken were consolation enough for his own death. In a situation like the Purge where national governments wouldn't resist him, the Major would be unstoppable.

Shigaraki was the leader of the League of Villains and a young man who detested hero society. He caused as much wanton violence as he could realistically get away with, relying on Kurogiri's Warp Gate to make quick escapes.

Nui Harime displayed a keen delight in making the lives of others as abysmal as possible. Moments after crossing paths with Ryuko for the first time, she told Ryuko about how she enjoyed killing her father.

She was equally interested in tormenting Lady Satsuki after her betrayal of Ragyo. In a Purge situation, she would likely attempt to pick off a random person's family members slowly, giddily relishing their despairing reactions and powerlessness to stop her.

Ryo was also known as Satan in the Devilman Crybaby universe and a villain responsible for destroying the world. Instead of flattening it with his tremendous strength immediately, he allowed for a pernicious decline in order to savor the anguished reactions of the humans he intended to kill.

By the time his identity was uncovered, it was too late to stop him. Akira was dead, and Earth itself was irrevocably cracked. Ryo would only realize the consequences of his Purge after it was already over and too late to reverse it.

The Purge would enable her to enforce her Darwinist philosophy on a helpless population, creating huge columns of ice and even freezing time itself to massacre as many as she could. Only Tatsumi would be able to minimize casualties by distracting her with his affection.
