Among Marvel's many bona fide star villains are also some overrated antagonists. They've gotten a reputation they don't really deserve with fans. However, there are ways to take them from being overrated to where they should be, allowing them to live up to the hype.

10 The Masters Of Evil

Marvel has some formidable villain teams, groupings of antagonists who can stand with the most powerful hero teams. The Avengers have long had a grudge against the Masters of Evil, a team consisting of many of their greatest enemies. The Masters of Evil never had a set roster, something which has made them even more difficult to deal with.

The Masters' biggest problem is that the team isn't exactly a group of A-list villains. In fact, for a long time now, the only big-name villain is the leader. The best way to make the Masters of Evil a team that can actually stand with the Avengers is to make them an A-list team. The Multiversal Masters Of Evil had the right idea, now the main version needs to go in that direction.

9 Rhino

Rhino is Spider-Man's strongest villain, but that's pretty much all he has going for him. The Rhino's strength and durability have put him in the Hulk's league; every time Spider-Man fights him, he has to think outside the box. The Rhino is a tough cookie, but despite his formidable powers, he loses constantly.

Rhino is known for being an idiot, which is why he's beaten by enemies weaker than him, like Spider-Man. Rhino is known for being stupid, which is why he's so easy to beat. There have been stories where Rhino is made artificially smart, but those are gimmicky. The easiest way to make Rhino better is just to not write him as the dumbest villain in the history of villains. This would make him a more interesting and successful villain.

8 Baron Mordo

Baron Mordo is Doctor Strange's first major villain. For years, he battled the Sorcerer Supreme, trying to prove that he deserved the title instead of Doctor Strange. In recent years, Mordo has basically been a nonentity, despite being Strange's first arch-nemesis. This actually makes complete sense, as Strange is known for battling dark gods, demonic forces, and monstrous legends, and an evil human wizard doesn't really rate.

Mordo is often the servant of a greater power, a sure sign his best days are behind him. Mordo was always meant to be Strange's main foe, though, and he's never really lived up to that. The best way to make Mordo an enemy worthy of Strange is to literally make him one. Instead of making him someone's servant, have him use his time away to learn greater magic. Let him be the powerful wizard he should have always been.

7 The Hellfire Club

The Hellfire Club is home to powerful mutants, but they haven't always been the most formidable team. Consisting of powerful and wealthy mutants, the team's biggest win is still their first appearance. This version of the team was able to not only cause the Phoenix to break and become the Dark Phoenix, but also defeat the X-Men.

The Hellfire Club had a resurgence when a bunch of wealth-prepubescent geniuses took it over, but they've long been more a piece of lore than a threat. The Hellfire Club needs to be a threat again. The best way to do that is to give them some big-time victories.

6 Carnage

Venom and Carnage's relationship has always been contentious, but they used to be equals, with Carnage having a slight power advantage. Venom is much more powerful now, and Carnage has basically become little more than a pawn. He's still billed like he's an A-list villain, but that's not the reality of Carnage and hasn't been in a while.

Carnage used to be a brutal enemy, who went on killing sprees because he wanted to. Now, he's a puppet for Knull or whoever is the newest symbiotic big bad. This is a pretty easy situation to fix. Go back to the wild Carnage of old. It's the best way to make him live up to his A-list billing again.

5 Bullseye

Bullseye is a deadly marksman, able to use anything as a weapon. He's a tremendously skilled hand-to-hand fighter as well, and has had ferocious fights with many heroes. Bullseye is treated like he's the deadliest assassin in the Marvel Universe, but the truth of the matter is that he's mostly just a punching bag for whoever is coming after Kingpin this week.

Bullseye's lost a step or two over the years. He's all talk, but that's not an impossible problem to fix. Instead of just having Bullseye get beat on by Daredevil, have him start killing lower-level heroes, culminating in a semi-well-known hero. This would immediately make him more dangerous and allow him to regain his deadly mystique.

4 Doctor Octopus

Doctor Octopus is a villainous Marvel institution. He set the standard for Spider-Man's villains, a scientist who uses the attributes of an animal - created by their skill and not nature - to commit crimes. He's made quite a name for himself, leading the Sinister Six and even killing and replacing Peter Parker. However, since regaining his old body, he's not been nearly as formidable.

Doc Ock isn't an easy fix. Giving him back the Spider-Man powers along with his octopus arms was tried and didn't work. The best thing for Ock might be to get away from Spider-Man. He's spent years getting destroyed by the Wall Crawler. A new heroic foil could do wonders for him, allowing him to get some wins in and prove he's still got it.

3 Abomination

The Abomination is one of the few well-known Hulk villains. A gamma-irradiated titan, the Abomination has challenged the Hulk often over the years. He keeps his intelligence, so even if he can't match Hulk's power, he's smart enough to trick the Jade Giant. However, that hasn't stopped him from becoming an also-ran, as Hulk spends more time fighting the heroes than any villains.

Abomination's biggest problem is that he doesn't get stronger as he gets angrier. Every fight against the Hulk is going to end with the Jade Giant getting too strong to beat. It even hurts him fighting other heroes, as they can actually hurt him. Expanding his gamma powers and giving him the power every Hulk has would make him a bigger threat.

2 Hobgoblin

Hobgoblin didn't live up to his first impression. Several people have worn the costume of Hobgoblin, each of them using the same weapons and tactics. Hobgoblin plays off the Goblin name as a villain, and has become an indelible part of Spider-Man's mythos, but he never really lived up to the high expectations around him.

Several things can fix Hobgoblin. First, find one person and stick with them. Second, give Hobgoblin the Goblin formula, making him a physical titan. Finally, give the second rate Goblin a big win. Make him someone for Spider-Man to actually be scared of.

1 Baron Zemo

Baron Zemo's gotten some big wins, but he's mostly been coasting off a major one. The son of Heinrich Zemo took over for his father and eventually did something the elder Zemo couldn't. He led the Masters of Evil to a shocking and overwhelming victory against the Avengers. Since then, he's been a big-name villain, but he also has nothing else.

His Thunderbolts scheme was pretty clever, but it failed. That's what's happened to Zemo. He's the guy who peaked in high school and has spent years trying to get that back. The easiest way to fix that is to let him get some wins again. Make Zemo an enemy that can hurt the heroes.
