The Whole Cake Island arc is one of the best arcs in One Piece. The arc is focused on Luffy and co. going into the territory of Big Mom to retrieve Sanji. It is not an action-packed arc, but it is more concerned with the story of Sanji and his progress as a person.

The arc isn't without action, it has some incredible fights that include Luffy vs Katakuri, which arguably the best fight in the series to date. The Whole Cake Island arc has lots of amazing moments that make it one of the best arcs in the entire series, however, there are certain arcs in One Piece that are just better.

10 BETTER: Wano

It is currently the ongoing arc in One Piece and it is far from finished. The arc has got the potential to surpass Marineford and become the best arc in the series. The main antagonist of the arc is Kaido, one of the Yonko. He is considered the "Strongest Creature in the World," and it will be a difficult task for Luffy and his allies to take down Kaido. The arc is filled with action and major revelations that make it absolutely incredible.

9 WORSE: Zou

Zou arc starts after Luffy and co. defeated Donquixote Doflamingo and freed Dressrosa from his tyranny. The story takes another grim turn in the Zou arc as the crew finds out that Sanji went to Totto Land. The fans also saw the relation between Kozuki Clan and the Minks. The arc also showed how ruthless pirates could be when Jack used the biological weapon against the Minks and left them on the brink of destruction. The arc also saw the creation of the Ninja-Pirate-Mink-Samurai Alliance that set its main goal to take down Kaido. The arc was a set-up to the much better, the Whole Cake Island arc.

8 BETTER: Marineford

Whitebeard One Piece

Marineford is undoubtedly the best arc in the series so far, but that might change soon. The arc is focused on the war between the Marines and the Whitebeard Pirates. The Marines backed by the Shichibukai were up against the Whitebeard Pirates, who were trying to rescue Ace. The all-out battle at Marineford had very high stakes, which made it incredibly enjoyable. The arc also had Ace and Whitebeard which just made the whole thing touching.

7 WORSE: Punk Hazard

Punk Hazard is the arc after Fish-Man Island, and it focuses on the Straw Hats trying to stop Caesar's experiments and land the first blow on Kaido's authority. The Straw Hats faced a huge challenge in Caesar Clown and his Slime. Also, this is the very arc where Luffy and Law formed an alliance to take down Doflamingo and then Kaido. The arc is good, but there's nothing special about it, which places it below the Whole Cake Island arc.

6 BETTER: Sabaody Archipelago

Kizaru attacks X-Drake

Sabaody Archipelago is a short, but an action-packed arc. For the first time, the fans saw the eleven Supernovas gathering at the same place. If that wasn't enough, the arc also featured Admiral Kizaru, who made his first appearance in the series, and to top it all off, there was the introduction of Silvers Rayleigh, the right-hand man of the Pirate King, Gold D. Roger. The arc includes the epic battles between Kizaru and the Supernovas and Kizaru versus Rayleigh.

5 WORSE: Dressrosa

Dressrosa One Piece

Many fans rate the Dressrosa arc very highly and it is mainly due to Doflamingo. Dressrosa is an unnecessarily dragged out arc and Oda could have made it a bit terser. The arc has some really major revelations Law's backstory, Sabo being alive, and Luffy's Gear Fourth. Normally, these things would be sufficient to make an arc great, but the arc is well over a hundred episodes and that kind of overshadows the good moments. It wouldn't be an exaggeration to say that Doflamingo carried the arc with his charisma. In comparison, Whole Cake Island is much more consistent with its quality that easily makes it the better arc.

4 BETTER: Skypiea

Luffy at Skypiea

Skypiea is easily one of the most overlooked arcs in the series. The arc is focused on the Straw Hats and their journey to the sky island. It has a lot of significance as the fans came to know the truth Noland and Calgara's friendship, found out about the poneglyph on which Roger wrote down a message. The main antagonist of the arc was Enel, who ruled over Skypiea witj to his insane devil fruit and incredible Observation Haki. Skypiea has just the right quantity of everything that is required to make an arc enjoyable.

3 WORSE: Syrup Village

usopp vs kuro

It is one of the earliest arcs in the series. It is focused on the adventures of the Straw Hats who went to the island while looking for a ship. The crew recruited Usopp in this arc and they also received the Going Merry from Kaya. The arc is fun, but it's not on the same level as Whole Cake Island.

2 BETTER: Enies Lobby

It is one of the most beloved arcs in One Piece. In this arc, the Straw Hats go to Enies Lobby and try to save Robin from the clutches of CP-9 and the World Government. Luffy openly declares against and has Sogeking shoot down the flag of the World Government. This arc shows how important each and every member is to Luffy. He was willing to fight against the entire world for the sake of his crewmate. The arc has some insane fights such as Sanji vs Jabra, Zoro vs Kaku, and Luffy vs Lucci, which make it entertaining.

1 WORSE: Thriller Bark

Thriller Bark is one of the many arcs that had a Shichibukai as the antagonist. In this particular arc, the antagonist was Gekko Moria, who had an astounding bounty of 320 million beris. It is one of the few arcs in which the Straw Hats fought an enemy collectively. The arc features one of the best Zoro moments in the series where he took all of Luffy's pain and reacted as if nothing had happened. The arc falls a bit short in terms of combat which puts it below Whole Cake Island.
