The Seven Warlords of the Sea were pirates chosen by the World Government to fight against other pirates. Prior to the events of the recent Reverie, they were among the Three Great Powers of the One Piece world.
The Seven Warlords were incredibly powerful, known to be capable of making a difference in a battle against a Yonko crew. While most of them are exceptionally strong, there are certain Warlords who are weaker when compared to the ones at the top of the group. Here are the 5 strongest known Warlords of the Sea and 5 others who are weak when compared to the rest.
10 Strongest: Dracule Mihawk
Mihawk, also known as Hawk Eyes, is one of the most powerful characters in the One Piece world. Being the strongest swordsman in the series, he wields one of the 12 Saijo o Wazamono grade blades, called Kokuto Yoru.
Mihawk has fought against some of the most impressive characters in the story, such as a young Shanks. At Marineford, he managed to slice an iceberg effortlessly and even fought Flower Sword Vista without much trouble.
9 Weakest: Buggy
Buggy was once a member of the Roger Pirates and is thus one of the most infamous pirates in the One Piece world. After the Marineford war, Buggy was made a Shichibukai, however, all of it was simply down to his reputation of being on Roger's crew and a sworn brother to Red-Haired Shanks.
Although he's got decent powers up his sleeve, Buggy is still quite weak in comparison to some of the other Warlords and is nowhere near their level.
8 Strongest: Boa Hancock
Famed as the Pirate Empress, Boa Hancock was also one of the Warlords until recently and ranks easily among the strongest of the lot. As a user of all three types of Haki, Hancock is an incredibly powerful character and added to all that is her overpowered Devil Fruit which lets her turn anything into stone.
Hancock is one of the only two characters who weren't bothered by the Navy chasing them after the Shichibukai system was dissolved, the other being Dracule Mihawk.
7 Weakest: Gecko Moria
Gecko Moria was once among the rookies when the Great Age of Pirates began and wreaked havoc across the New World. He was powerful enough to clash with Kaido in an intense battle, however, after his defeat, Moria lost his will to become the Pirate King and grew weak.
During his time as a Shichibukai, Moria became very weak when compared to the likes of Mihawk and Hancock. After the Marineford arc, Doflamingo made it clear that he wasn't needed anymore as he was too weak to be a Shichibukai.
6 Strongest: Edward Weevil
The self-proclaimed son of the former Yonko Whitebeard, Weevil was made a Shichibukai at some point during the two-year time-skip. During that short time, he had accumulated a bounty of 480 million berries, which is quite impressive.
Kizaru compared his strength with that of a young Whitebeard, which says a lot about his capabilities. Furthermore, Weevil is known to have hunted down and defeated several allies of the Whitebeard Pirates, all of which were famous captains in the New World.
5 Weakest: Jinbe
Jinbe served as a member of the Shichibukai before the time-skip. He lost this title shortly before the Marineford arc due to his refusal to fight against the Whitebeard Pirates. Jinbe is, by no means weak, however, when compared to the strongest of Shichibukai, he isn't all that capable, especially before the time-skip.
Jinbe is a user of Fishman Karate and Fishman Jujutsu. He's fought some incredibly powerful characters such as a young Ace and even managed to hold his own against some strong ones at Marineford.
4 Strongest: Donquixote Doflamingo
The former King of Dressrosa, Donquixote Doflamingo was offered the position of a Shichibukai a long time ago and kept his title until the events of Dressrosa. Like Hancock, Doflamingo is also a user of all the three Haki types and this made him quite dangerous.
Furthermore, he also has a Paramecia type Devil Fruit called Ito Ito no Mi which allows him to create and manipulate strings according to his will. His usage of the Devil Fruit is incredible and that's what truly makes him a force to be reckoned with.
3 Weakest: Crocodile
Crocodile served as a Shichibukai up until the events of the Dressrosa arc of the story where Monkey D. Luffy finally took him down. As a Shichibukai, Crocodile was powerful, mostly due to his incredible mind and the Logia type Suna Suna no Mi which allows him to turn into and manipulate sand according to his will.
Although Crocodile had got a lot stronger when he reappeared after his time at Impel Down, he was rather weak as Shichibukai when put up against the likes of Doflamingo, Mihawk, and Hancock.
2 Strongest: Blackbeard
After the fall of Crocodile, Marshall D. Teach, also known as Blackbeard, rose to the position by defeating Portgas D. Ace and offering him to the Navy. Although most of his strength was not revealed at the time, Blackbeard was considered by Shanks, a Yonko, to be a fearsome man who managed to inflict a wound on him.
His Devil Fruit, combined with his strange body made him quite powerful when he was a Warlord. During the two-year time-skip, he eventually rose to the position of a Yonko.
1 Weakest: Trafalgar Law
After the Rocky Port Incident, Trafalgar Law was offered the position of a Shichibukai and he ended up accepting it to further his goals. He was introduced as a Warlord during the Punk Hazard arc and he resigned during the Dressrosa arc.
While not weak, Trafalgar Law was not super strong during his time as a Warlord. He was heavily outclassed by Doflamingo and was nowhere near the level of his ally, Monkey D. Luffy.
