Luffy is the protagonist of One Piece, and he aims to become Pirate King. One of Luffy's most defining qualities is that he wants to be the freest man on the seas. Had he been an Admiral, Luffy wouldn't have been able to be as free as he would've liked, and it would often have led him to do things on his own and upset the elders. Interestingly, the direct placement below the Celestial Dragons is one of the reasons why his grandfather, Garp, rejected several promotions to the Admiral spot.

A user of the Ancient Zoan Pteranodon Devil Fruit, King would've been the first Admiral to hold such a power in the series. At the same time, he would fit in well in the organization, given that he follows the strong and wouldn't mind following Sakazuki or someone else like him.

Like Luffy, Ace was raised to be a Marine by Garp, but the boy had other ideas right from the beginning. Ace planned to set out to seek freedom, which he wouldn't get as a part of the Marines, and to surpass his father, Gol D. Roger.

While Ace had great potential and would've been strong enough to become one in the later years of his life, he wouldn't have done a good job because it conflicted with the core of his personality.

6 GREAT ADMIRAL: Charlotte Smoothie Is Quite Powerful & Would've Been The First Female Admiral In The Story

One of the Three Sweet Commanders of Big Mom, Smoothie is a powerful pirate with a bounty of 932 million berries on her head. She's a strong and capable fighter but isn't much of a leader and usually follows orders, which would make her a good fit for working under the Celestial Dragons.

Smoothie would also have been the first female Admiral in One Piece, which would certainly have been interesting to see.

The Pirate King, Gol D. Roger is quite easily one of the greatest men to live in the One Piece world. Although he was strong enough to be an Admiral, his personality wouldn't have fit the position at all.

Roger loved to party and sail the seas freely, which he would never have been able to do had he been an Admiral. At the same time, he was curious about the Final Island as well, and surely the World Government wouldn't have liked that.

Zoro is the right-hand man of Luffy and one of the strongest pirates in the crew, but he wasn't a pirate when he began his journey.

Zoro was originally a pirate hunter, and his only goal was to defeat Mihawk. He could very well have fit in the Marines, and his strength would've eventually made him an Admiral. After the abolition of the Shichibukai system, Zoro would've been free to hunt down Dracule Mihawk.

The World's Strongest Man, Whitebeard was once the rival of the Pirate King, Gol D. Roger, and then became one of the Yonko. Whitebeard enjoyed the pirate life to the fullest, and his dream was to create a family for himself and those in need. While Whitebeard's strength would've made him the strongest Admiral, he wouldn't have been able to fulfill his dreams at all, and therefore would not have lasted long in his job.

Drake is a pirate who poses as of the Tobiroppo of Kaido's Beasts Pirates, but in actuality, he's a member of the secret Marine unit named SWORD. He is exceptionally powerful, enough to be a Vice-Admiral right now, and also has the potential to become an Admiral in the future. He also has a strong sense of justice and putting everything together, it isn't hard to imagine him being a great Admiral of the Marines.

1 TERRIBLE: Blackbeard Is A Treacherous Pirate & Can Stoop Very Low To Achieve His Goals

Marshall D. Teach, also known as Blackbeard, is currently one of the Yonko in One Piece. Although Teach is strong and would fit the Admiral position, he's not loyal or obedient, which would make it impossible for him to work under the Gorosei. Even if he did, eventually, he would betray them and leave the organization, making him a terrible Admiral.
