Typically, Momo prefers to create large metal shields in order to defend herself. This was a tactic she employed against Kendo of Class 1-B during their trial against each other but would be appallingly ineffective against Nami.
Not only would it encumber the aspiring pro-hero, but the shield itself would also conduct Nami's electricity. As a result, the navigator would have both the time necessary to create storm clouds and the means of winning the fight in a single electric blast.
9 WOULD LOSE TO: Inosuke Fights Too Aggressively For Nami To Launch Her Attack (Demon Slayer)
Inosuke may not have Tanjiro's versatility or Zenitsu's speed, but his natural aggression and resilience would provide a perfect counter against Nami.
Her Clima-Tact must take a moment in order to create warm and cold bubbles before unleashing its electric wrath. Given the demon slayer's natural pugnaciousness, he wouldn't wait to be struck. Instead, he would lunge at the navigator with serrated blades and the force of his rage behind them. Given how poorly Nami fared against Doublefinger in close quarters, it follows that Inosuke would find even greater success.
8 COULD BEAT: Mariah's Stand Is Useless So Long As Nami Doesn't Touch It (JoJo's Bizarre Adventure)
Mariah's Stand manifests as an electrical outlet and turns anyone who touches it into a giant magnet. In theory, this would have a devastating effect on Nami since it would compress her Clima-Tact to her body, making it impossible to use.
However, the navigator has often proven to be the most reserved and meticulous member of the Straw Hats, meaning that she'd be less likely to fall for the Stand user's ploy. Without being able to subdue her weapon, Mariah could only run away from Nami's lightning in futility.
7 WOULD LOSE TO: Sui-Feng Has Vastly Superior Weaponry & Experience Over Nami (Bleach)
Sui-Feng was a Gotei Captain who was able to kill anyone she had touched two consecutive times with her brand. Additionally, she was a skilled warrior with the gift of flight who was fast enough to stop Baraggan.
With staunch advantages in speed, durability, offensive, and experience, the shinigami outmatches Nami in every conceivable way. The mirages Nami's Clima-Tact is able to produce would not be notably useful given the velocities her enemy is able to reach. Therefore, the navigator's death would be inevitable.
6 COULD BEAT: Paulie's Ropes Aren't Viable Against Nami's Mirage Ability
Paulie was able to restrain many adversaries in barbed rope and nearly managed to capture Luffy with the assistance of the Galley-La company. However, his attacks are astonishingly straightforward, meaning that Nami could create mirages in order to deceive him.
After missing his first strike, the shipwright would be forced to recoil his rope in order to try again. This would provide the navigator sufficient time to fill the air with warm and cool bubbles, electrifying her opponent before he could make a second guess.
5 WOULD LOSE TO: Jakuzure Balances High Mobility With Intense Firepower (Kill La Kill)
Jakuzure's life fiber suit allows her to enter a flying contraption that can bombard her adversaries with missiles. Although her base attributes are less impressive than Nami's, this would afford her a clean victory for several reasons.
Not only would it prevent the navigator from beginning to fill the air with bubbles, but it also covers such a broad and sweeping radius that she wouldn't need to guess her whereabouts. Even if Nami were able to summon storm clouds, Jakuzure's high mobility gives her the opportunity to safely relocate long before the thunder strikes.
4 COULD BEAT: Ino's Mind Transfer Requires A Visible Target In Order To Use It (Naruto)
Ino's "Mind Transfer" jutsu was formidable since it allowed her to take control of her targets and puppeteer their bodies. However, it requires both her and her intended target to be relatively still as it is cast.
Subsequently, Nami would only need to remain mobile while smothering the area in bubbles in order to smite Ino with the force of lightning. If Nami employs her mirage attack, the kunoichi would be forced to guess which of her intended targets was the real one, all while defeat drew nearer.
3 WOULD LOSE TO: Tamaki Has Incredible Speed & Decent Durability (Fire Force)
Tamaki's Ignition Ability allowed her to concentrate flames around her body and assume a feline likeness. Doing so significantly enhanced her mobility and allowed her to cross vast areas by racing on all fours.
As a Company Eight Fire Soldier, Tamaki has faced down White-Clad assassin Assault on numerous occasions and was even a direct participant in two perilous Nether raids. Subsequently, she has both the speed to reach Nami in time and the experience to handle whatever lightning attacks may be directed at her.
2 COULD BEAT: Pride Has A Vulnerability To Light (Fullmetal Alchemist)
Under ordinary circumstances, Pride would be too grave of a threat for Nami to contend with. His shadows have tremendous reach and were capable of ripping through metal easily, so it follows that they might shred Nami's body with similar ease.
However, the homunculus has a keen weakness against light-based attacks. Considering how he prefers to toy with humans before killing them as he did against Hawkeye, Pride would attempt to bask in the navigator's alleged powerlessness as she created a storm cloud over his head, only realizing his folly after it was too late.

Although Pakunoda's Nen skills are usually better utilized in interrogations, she proved to be a formidable marksman who was capable of gunning down dozens of Yorknew mobsters.
Nami may have been exposed to enemy gunfire before, but the marines primarily target the Straw Hats' more well-known fighters such as Luffy, Sanji, and Zoro. Since the Phantom Troupe member's weapon balances range with power and accuracy, she would be able to gun down Nami well before her target had an opportunity to create mirages with her Clima-Tact.
