Paramecia Devil Fruits are the most common, and in terms of abilities, they offer the greatest variety.
Naruto is one of the most iconic male anime characters of all time, and the Rasengan is one of his signature moves. The Rasengan is literally a spinning ball of chakra that the user forms in their hand, and when it hits an enemy, it grinds into their body, causing severe internal damage. This jutsu may be strong, but there are a number of Devil Fruits that are capable of countering it.
10 The Rasengan Would Pass Straight Through The Gas-Gas Fruit
Caesar Clown may be one of One Piece's creepiest characters because he's eaten a very dangerous and useful Devil Fruit. The Gas-Gas Fruit allows Caesar to create, manipulate, and transform into gas. The Fruit produces extremely poisonous gas, and it gives the user the ability to remove all the oxygen from a given area.
This means that the Fruit can knock out anyone using the Rasengan before they can get close enough. Like all Logia, the Gas-Gas Fruit allows attacks to safely pass through the user's body, which means that a Rasengan would literally do no damage.

Trafalgar D. Water Law enjoyed a variety of perks as one of the Seven Warlords, and the Op-Op Fruit was the main reason why the World Government offered him the position. This Fruit allows the user to create a spherical area, and they can then control the physical configuration, movement, and orientation of anything inside of it.
If someone were to use the Rasengan on Law, he can use the Op-Op Fruit to avoid the attack by switching places with something else right before the jutsu connects. The user can also simply remove the legs of the Rasengan user to make them fall to the ground with the jutsu.
8 The Glint-Glint Fruit Is A Logia That Allows Its User To Move At The Speed Of Light
Kizaru may not be one of the series' most wholesome characters, but he is definitely one of the strongest. He ate the Glint-Glint Fruit, which allowed him to create and transform into light. Like other Logia, this Fruit gives its user intangibility, which means that a Rasengan would never be able to hit the user's physical body.
Since this fruit allows its user to turn into light, it means that they can move at the speed of light as well, and it would be extremely difficult for a Rasengan to hit someone who can move that fast.

If someone tried to use the Rasengan on Fujitora, the Admiral would simply use gravity to press the ninja against the ground until they could no longer move. This would mean that the Rasengan would hit nothing but the ground.
5 The Paw-Paw Fruit Can Just Push The Rasengan & Its User Away
In order for the Rasengan to do damage, it needs to hit a physical target. That can be difficult if the target is capable of repelling or absorbing it. The Paw-Paw Fruit may have a cute name, but it gives its user the ability to repel anything they touch.
Bartholomew Kuma is the Fruit's current user, and it is the reason why he has actual paws on his palms. The Rasengan may be made of chakra, but the Paw-Paw Fruit is capable of repelling both tangible and intangible objects, which means that he can send the Rasengan and its user flying backward by simply touching the jutsu.
4 The Mythical Phoenix Devil Fruit Can Heal The Damage Caused By The Rasengan
Mythical Zoan Devil Fruits are incredibly rare and powerful, and one of them belongs to Marco. His Fruit is a Phoenix model, and it allows him to transform into a fiery blue phoenix. When the full phoenix form is active, the user's body becomes intangible like a Logia user's, which means that the Rasengan will pass through Marco.
This Fruit also gives its user incredible healing capabilities, to the point that most injuries heal within minutes. Even if the Rasengan hits Marco, his Devil Fruit would simply heal the damage.
3 The Barrier-Barrier Fruit Can Stop The Rasengan From Hitting Its Target
Bartolomeo becomes a pirate because of Luffy, and like the Straw Hat captain, he possesses a Paramecia-type Devil Fruit. Like its name suggests, the Barrier-Barrier Fruit allows its user to create physical barriers. They can either be invisible or look like panes of glass.
These barriers protected Bartolomeo from an attack that was powerful enough to destroy an entire fortress. The previous user was able to stop an attack from Kozuki Oden, who managed to injure the mighty Kaido. The true strength of these barriers is still unknown, but they should be strong enough to block a Rasengan.
2 The Slow-Slow Fruit Gives The User Enough Time To Dodge
Foxy hasn't been seen in a long time, but he is still one of One Piece's most immature characters. He has the power of the Slow-Slow Fruit, and it allows him to release special microscopic atoms called Noroma Photons.
No one fully understands how these atoms work, but they are capable of slowing down time for about 30 seconds. If an enemy ninja is running or jumping at Foxy with a Rasengan, the Devil Fruit should be able to slow them down long enough for someone like Foxy to evade the attack.

The Whitebeard Pirates were an incredibly strong crew, and "Diamond" Jozu commanded the third division. He ate the Twinkle-Twinkle Fruit, which arguably made him the best defensive character in the series.
The Fruit gives Jozu the ability to transform his body into diamond. The user may not be able to move well, but they are able to withstand a lot of damage.
