Very few anime and manga series have achieved the type of success One Piece has. Eiichiro Oda has created a time-tested story that's filled with action, emotion, and incredible characters. Long-time fans of the series have met hundreds of different characters over the past 25 years. Most of them are kindhearted individuals, but plenty of villains have appeared as well.

It's true that many of One Piece's villains are evil for the sake of being evil, but there are also villains who have more complex motivations. Most of these characters have done terrible things and many of them have suffered well-deserved defeats. There are certain characters, both past and present, who deserve to lose more than others.

As the current fleet admiral of the Marines, Akainu can be considered one of the series' strongest characters. He possesses the power of a Logia-type Devil Fruit that allows him to create, control, and transform into magma.

His magma is hotter than fire and he can use it to melt through just about anything. Akainu is the man who killed Ace at Marineford, and he did so right in front of Luffy. This was arguably the worst thing that ever happened to Luffy, and there are plenty of fans who still want to see him pay for killing Luffy's big brother.

Nami may have flaws, but she has plenty of good qualities as well. When she was a child, Nami and her adoptive sister were rescued and raised by their adoptive mother, Bell-mère, and the trio lived happily until Arlong and his crew arrived.

Arlong killed Bell-mère right in front of Nami and took control of their village. When he saw how talented she was at drawing maps, he offered her a job. She spent the next eight years making maps and stealing treasure in an effort to buy her village back. Arlong had no intention of honoring the agreement and he treated her poorly simply because she was human.

7 The Only Thing Lucci Cares About Is Serving The World Nobles

The Water 7 Arc added a lot of great things to One Piece, including the infamous Rob Lucci. He was CP9's strongest assassin but he has since been promoted to CP0, where he works for the World Nobles directly. He lived in Water 7 as a double agent for 5 years, and had no problem trying to kill his closest "friend" when his identity was revealed.

He is quite sadistic and brutal during battle, and he lacks emotion. He only cares about serving the World Nobles and believes that people and objects that go against the World Government's interests need to be disposed of.

6 Enel's God Complex Made Him A Terrifying Villain

Enel considered himself to be a god—which is understandable, since the Rumble-Rumble Fruit gives him the ability to create, control, and transform into lightning. He can travel as fast as lightning as well, and he can produce enough power to destroy an entire Sky Island.

He does not care about life unless it is his own, and he did not mind killing Skypiea citizens, especially those who spoke against him. He planned to wipe out all of Skypiea, but Luffy was ultimately able to stop him thanks to his body's natural resistance to electricity.

5 Judge's Treatment of Sanji Was Abhorrent

The Whole Cake Island Arc delved into Sanji's backstory and it turns out that the Straw Hats' chef is a member of the notorious Vinsmoke Family. His father wishes to restore his family to its former glory, and to do that, he experimented on his children.

He wanted to turn his five children into superhuman monsters who could not feel compassion, and he considered Sanji to be a failure because of his physical weakness and kind-hearted nature. He disowned Sanji, locked him in an iron mask, and imprisoned him in a tower.

4 Crocodile Was Willing To Sacrifice Thousands Of People For His Selfish Ambitions

The Alabasta Arc added a great deal to One Piece's story, including Robin, Ace, and the Poneglyphs, but it also introduced Crocodile. The former Warlord is a seasoned and devious pirate who enjoys toying with weaker opponents, and he has no problem sentencing others to death.

He ate the Sand-Sand Fruit, which allows him to control and transform into sand—which is why he set his eyes on Alabasta, a kingdom filled with sand. He set up a large-scale and detailed plan to take Alabasta over, a plan that involved creating terrible sandstorms and artificial droughts that impacted thousands of innocent people.

3 Blackbeard Is Arguably The Most Dangerous Villain In The Series

Blackbeard joined the Whitebeard Pirates when he was very young, and he was a loyal crewmate until he killed the former 4th Division Commander for the Dark-Dark Fruit. When this happened, Blackbeard was part of the 2nd Division, which was led by Ace at the time. Ace took it upon himself to make his former subordinate pay.

In the end, Blackbeard defeated Ace and delivered him to the Marines. Some time later, he broke into Impel Down and released several high-profile criminals, only to then travel to Marineford, where he and his crew killed Whitebeard. He can manipulate darkness like a black hole and nullify Devil Fruit powers, and he can create tremors that can potentially destroy the world.

2 Doflamingo Was Dressrosa's Tyrant For Years

Many One Piece fans consider Doflamingo to be the best villain in the series, which is understandable seeing as he is a former World Noble who became a powerful and influential pirate. He was tortured as a child because of his Noble background, and he ended up hating and killing his father for it.

He later killed his younger brother for working for the Marines and for denying him the Op-Op Fruit and immortality. A decade before the series began, Doflamingo and his crew came to the Kingdom of Dressrosa and overthrew the King. He then ruled the country as a tyrant for years and had hundreds of people transformed into living toys.

The Celestial Dragons are the descendants of the 19 royal families who founded the World Government, and the vast majority of them are horrible people. They are the highest authorities within the World Government, and they are allowed to commit heinous crimes without fear of being held accountable.

They keep slaves and abuse them for entertainment, and they view all other people as lesser beings. Most of them are incredibly arrogant, and will attack or even kill innocent people who do not bow to them. They do not even want to breathe the same air as everyone else, which is why they wear special helmets.
