Even when Mjosgard held her at gunpoint, she refused to allow hatred to exacerbate the tension between her people and the human race. Despite Mjosgard's treachery, Otohime's altruism would pay off since he agreed to sign a treaty that would protect her kingdom and allow it to interact with the upper world.

Afraid of what might happen if Zoro attacked Charloss, Jewelry Bonny helped to feign his death. Although slightly suspicious about his target's fate, Charloss eventually moved on since he was satisfied that Zoro's "arrogance" had been sufficiently dealt with. His crime at the Archipelago was worse than Doflamingo's because he hadn't actually been wronged in the slightest.

Unfortunately, Jalmack did not find this gesture endearing. He prepared a bazooka and opened fire on the small vessel, sinking it in two shots before a horrified populace. The noble attempted to indulge in child murder over a petty offense, illustrating how depraved he really was.

5 Charloss Attempted To Purchase Camie & Use Her As Fish Food

After being captured by bounty hunters, Camie was brought to the human auction and presented as a luxury item. Given the rarity of mermaids, Charloss was immediately intrigued by her and put down a massive initial offer that the Straw Hats couldn't hope to beat.

He stated to his companions that he wanted to put her in the same tank with vicious aquatic monsters to see if mermaids could really swim as fast as the legends said. Fortunately, Luffy managed to free her before she could be subjected to such a cruel fate.

4 The World Nobles Branded Boa Hancock & Her Sisters

In her early years, Boa Hancock was a prisoner and slave to the World Nobles. They forced her into extreme situations to slake their own twisted desires, such as forcing her to eat a devil fruit and branding her back as a sign of their ownership.

3 Doflamingo Caused A Massacre & Usurped An Entire Nation

Doflamingo was responsible for usurping the kingdom of Dressrosa and taking it for himself. In order to sabotage Riku's reputation, he blackmailed him into collecting insane taxes from the people under penalty of his subjects' deaths.

Once he had, Doflamingo used his devil fruit to puppeteer Riku's body into attacking civilians anyway. He stepped in to end the massacre once Riku had caused sufficient chaos and proclaimed himself the nation's newest hero and leader.

2 Doflamingo Vowed To Destroy The Entire World

Although Doflamingo shared many commonalities with pirates, his endgame couldn't have been more different. Instead of conquering the seas and obtaining treasure, he wanted to destroy the entire world.

The motive for his agenda was simple. Since he felt betrayed by the Celestial Dragons for refusing to let him back into their city after his father's denouncement, the only way he felt he could meaningfully retaliate against them was by causing as much chaos as possible. Unfortunately, that meant that everyone around him would be caught up in his deranged plan for revenge.

The Five Elders were one of the most prominent authorities of the One Piece universe. Applying their genius intellect together, they commanded the Marines' forces and used them to oppress the entire world. Nothing escaped their notice, and their single goal was to break the vocation of piracy altogether no matter how harmless it was.

Without their grand design, the Celestial Dragons never could have been able to get away with their atrocities. Moreover, the institution of the Navy as a whole would not be so horribly corrupt.
