The DC Universe has been changing recently on a lot of levels, with the cosmic scope of stories like Dark Crisis setting massive battles in motion. All the while, the challenges presented to heroes great and small carry massive possible repercussions of their own, as Dreamer just highlighted to Superman. Even the simple act of reuniting a classic duo could change the trajectory of an entire major city.

Nightwing's moves in Bludhaven result in the city needing a new police commissioner and in Nightwing #94 (by Tom Taylor, Geraldo Borges, Adriano Lucas, and Wes Abbott), Maggie Sawyer is appointed to that position. She's also bringing Dan Turpin with her, recreating the Post-Crisis/DC Animated Universe with a new mission statement in mind.

Nightwing's recent actions in Bludhaven have radically changed the landscape of the city. Previously the domain of corrupt cops and the gang lords like Blockbuster, it was one of the most corrupt cities in the DC Universe. But thanks to the massive influx of funds made available by Dick Grayson, the city has been going through some changes. This includes the police force, with Nightwing and Oracle working alongside Grayson's sister (and current mayor of Bludhaven) Melinda.

As a result of their successful capture of Commisioner Gil Maclean, the Bludhaven Police Department received an overhaul. Ultimately, Maggie Sawyer is announced as the new Commissioner for Bludhaven, with the attorney general making the announcement publicly. Sawyer quickly embraces the position and announces that she'll also be joined by Dan Turpin, who will help her root out any corruption in the city's police department.

Maggie Sawyer was introduced in Superman #4 by John Byrne as one of the major additions to the series after Crisis on Infinite Earths. She quickly found her role in the DC Universe, serving as an initially reluctant ally to Superman and other heroes. In the post-Flashpoint DC Universe, she became a primary love interest for Batwoman before transferring from Gotham back to Metropolis during DC Rebirth. Notably, her friendship with Dan Turpin, which originated in the comics, was later brought to her appearances in the Superman: The Animated Series.

There, the pair were partners on the metropolis police force and did their best to help. Maggie makes sense as an ideal person to set into this position and coincidentally it means she's gained the same kind of promotion that's been recently offered to DCAU veteran, Renee Montoya. Maggie has been consistently shown to be a driven and ultimately heroic character, and she could become a crucial ally for Nightwing to rely on. Alongside Dan Turpin, Maggie could become something of a James Gordon-stand in for Nightwing, that he can try to rely upon in certain situations.

Maggie's specific experience with superheroes and vigilantes means she might even be willing to work alongside him more quickly than other commissioners, allowing Nightwing to continue his work rather than convince an entire police force to trust him. Their relative importance and connections to the hero community also means it's less likely someone as dangerous as Blockbuster will just be able to make Sawyer or Turpin disappear. This means they might be exactly the people Nightwing needs to help him cement his plans to uplift the city he's spent years fighting for.
