When he was first revealed as the vampire king, Nightwing seemed to become nothing short of a monster. His brief skirmish with Damian Wayne seemed to alleviate that. He not only let Damian escape him, but also explained that he wanted vampires and humans to coexist. DC vs. Vampires #7 (by James Tynion IV, Matthew Rosenberg, Otto Schmidt, Tom Napolitano) proved this to be true, but with a horrifying twist.

Nightwing may recognize that the vampires need humans to survive, but he has no qualms about stripping them of basic rights to get the blood his kingdom needs to thrive. Green Arrow revealed that Nightwing had set up massive camps to contain humans and harvest their blood for the vampires to consume. If there was any hope for Nightwing's humanity, this new piece of information has thoroughly crushed it.

The Vampires Run Human Farms

When he last saw Damian and Alfred, he admitted that he wants humans and vampires to find a way to live together. Practically speaking, he knows that vampires would not last long without humans. What he did wasn't an act of genocide, but a war to give the vampires a strong position from which they could take what they needed from the humans.

The way he framed this though was as an act of hard decision making. He knew that he had to find a way to get humans to give them blood, but he also knew that they would never do this willingly, not after his violent overthrow of their planet. So, captive humans would have to be herded into camps where they could be controlled and forced to give Nightwing and his followers what they wanted.

This demonstrates that though Nightwing may not want to exterminate humanity, he has no desire for them to coexist as equals. In his mind, vampires are now the dominant group, and the "peace" he wants is entirely parasitic, with vampires reaping all the rewards while humanity will be forced to endlessly give of themselves.

Green Arrow Wants to Save People

If there was ever a chance that a peaceful, equal coexistence to happen between vampires and humans, Nightwing eliminated it with this decision. It doesn't even stem from a place of necessity really. Under the previous vampire monarch, the balance of vampires and humans was maintained and kept the peace. It was Nightwing's massive change to the status quo that forced this new paradigm between humans and vampires into existence.

The revelation of the camps don't just reinforce how tyrannical he's become, it also puts on full display his naked lust for power and control. Nightwing could have left things well enough alone when he was turned. For example, he could have sought help with his vampirism and had countless options before him. Instead, he chose the path that led to war, mass murder, and crimes against humanity. What remains of his humanity is gone, twisted into something unfamiliar and horrifying.
