Nightwing's war against Blockbuster is finally kicking into high gear. In Nightwing #94 (by Tom Taylor, Geraldo Borges, Adriano Lucas, Wes Abbott) he took down an integral part of Blockbuster's control of Bludhaven when he assisted in the arrest of Commissioner Maclean. In the aftermath, the police department has found a new and honorable leader in Maggie Sawyer, who intends to clean up the department.

With a new potential ally in town, most of Maclean's corrupt officers are either arrested or about to go on trial. Now is the perfect time for Dick Grayson to reclaim a piece of his history. He could become a police officer again. It would provide him with many new opportunities to combat Blockbuster's efforts to rule Bludhaven, but more than that, it would be a potential step towards restoring order to the city.

Maggie Sawyer is Bludhaven's New Commissioner

As Nightwing put it when he apprehended Maclean, the former commissioner was the embodiment of everything wrong with the city. What was meant to protect the people had instead been turned into a weapon for the powerful to bludgeon everyone else into submission. Maclean's dirty work for Blockbuster had not only ruined the integrity of his police department but also destroyed any trust the citizens had in him.

Maggie's arrival as the new commissioner might be a sign of change, but it will still be an uphill battle for her. It's far too hopeful to believe that every corrupt officer in the department was exposed by Nightwing's actions. Blockbuster likely still has some pull within the police force, even if it isn't the same as before. Maggie will have trouble rooting it out, and in all likelihood will put herself in danger as a consequence.

It would be ideal for her to have a highly trained ally on the inside with her. Dick could volunteer as an officer, his skills making him an unquestionable candidate for the job. His personal integrity would also be a boon to the department. Everyone in the city knows who he is and what he stands for. In the aftermath of Maclean being arrested, seeing Dick take initiative would be a sign that the police are to be trusted again.

This wouldn't even be the first time he's done something like this. When Nightwing first came to Bludhaven, he faced almost the same problem -- Blockbuster was in control of nearly every form of government in the city. Dick eventually decided to join the police to root out the corruption within it. The only reason he quit is that his partner discovered his true identity and persuaded him to hand in his badge due to the legal nightmare of it all.

But now, Nightwing is looking at a city that barely trusts him, much less the police. If anything, the situation may be even worse than what he first dealt with so many years ago. Joining the police now would be a good start to confirming that one of Blockbuster's greatest weapons against the city has been properly turned against him as it always should have been.
