The world of Naruto and Naruto Shippuden is rife with powerful, female ninjas; there's Lady Tsunade, heralded as the strongest kunoichi of her generation, and her pupil Sakura Haruno, the world's best medical ninja. Outside of Konohagakure, names like Mei Temuri and Temari Nara are enough to send enemy shinobi running for the hills. Whatever their nationality, these kunoichi use all assets at their disposal to dispose of their enemies and complete their missions.

However, there are some kunoichi whose power lacks a certain punch; in strength or in skill, they prove themselves less adept in a pinch than their powerhouse predecessors. In a world run by the law of the shinobi, kill or be killed, these kunoichi better count themselves lucky that most Hidden Villages deploy their ninjas in three-man squads.

10 Know-It-All Shiho Knows No Jutsu

Shiho was a Hidden Leaf kunoichi who worked for the Konoha Cryptology Team, an organization responsible for breaking enemy codes and deciphering hidden messages. Shiho was the kunoichi responsible for decoding the message Jiraiya sent before his death; due to her contribution, Konohagakure learned the secret to defeating Pain, one of the world's greatest threats.

While Shiho's intellect rivaled Shikamaru Nara's, she was still the weakest kunoichi in all of Konohagakure. Shiho lacked any battle experience, boasted no unique jutsu, and seemed incapable of infusing her chakra at all. During Pain's assault against the village, she was unable to protect herself and relied on Shikamaru to survive.

9 Isaribi Barely Stays Afloat With Her Aquatic Transformation

Isaribi was a citizen of the Land of Sea before being kidnaped and used as a subject in Orochimaru's experiments. Due to their effects, her body underwent an aquatic transformation; she gained several Water Release techniques, a shell of impenetrable scales, and learned to breathe underwater.

Despite these seemingly powerful additions, Isaribi's transformation failed to make her physically stronger. Her attacks were easily avoidable and, as she could still receive damage, she often sought refuge underwater to avoid frontal assaults. Her Water Release techniques were quickly overwhelmed by Fire ones, and she couldn't develop adequate strategies quickly enough to overcome any opponents she encountered.

8 Yakumo Can't Genjutsu Her Way Out Of Failing Health

Yakumo was the heiress to the Kurama Clan and Kurenai's former student. Her clan's unique kekkei genkai made Yakumo one of Konohagakure's most adept genjutsu users; with skills rivaling Itachi Uchiha, she could cast illusions that encompassed entire villages, then manifest them into reality.

Yakumo's power, however strong, still couldn't alter her failing health. While under Kurenai's tutelage, Yakumo proved incapable of performing any physical activity required of a kunoichi. Being born frail, her power grew so strong she lost control over it: her genjutsu abilities were sealed under the order of the Third Hokage, ending her career as a kunoichi.

7 Hokuto Has The Weakest Kujaku In All Of Hoshigakure

Hokuto was a genin from Hoshigakure; she endured the village's deadly star training alongside her fellow, fledgling shinobi. After learning that Hoshigakure's interim leader had betrayed them, Hokuto was declared a rogue ninja after attempting to expose Akahoshi's nefarious actions. Her title was later reinstated following Akahoshi's death and Hoshigakure's liberation.

Hokuto risked much by exposing Hoshigakure to the truth; as the weakest kunoichi in the village, she was virtually unable to protect herself from the fallout. She lacked control over her chakra and struggled to learn the Ninja Art Kujaku, Hoshigakure's secret technique. While most shinobi used the Kujaku to create animals or sprout wings, Hokuto only managed a single chakra rope; it proved wildly ineffective, as one harsh tug caused her to fall down and release the jutsu.

6 Izumi Inherited The Uchiha's Legacy In Name Only

Izumi was a former kunoichi of the Uchiha Clan who loved Itachi Uchiha. She awakened her Sharingan at a young age and soon saw Itachi as her rival; she was often distressed as his skill quickly outstripped her own. She was the first member of the clan to be killed during the Uchiha massacre, but not before living an entire lifetime within Itachi's Tsukuyomi.

Izumi's skills never measured up to other members of her clan, even with awakening her Sharingan long before Itachi. She lacked the necessary chakra to maintain the Sharingan for long; this resulted in her fainting often, a result of exhaustion and overexertion. Izumi was assigned menial missions as a result and displayed no notable skills up until her death.

5 Shizuka Nadeshiko-Style Struck Nothing But Shadow Clones

Shizuka was a kunoichi who became the leader of Nadeshiko village. She was destined to marry the man who'd defeat her in battle due to her village's laws; she once tracked down Naruto Uzumaki, intent on forcing him into a marriage contract. After quickly being defeated by his shadow clones, Naruto rescued Shizuka from capture and the two parted ways as good friends.

Shizuka displayed a variety of wind and weapon-based jutsu during her fight against Naruto; unfortunately, all her techniques were slow to start and easily avoided. He dodged each of Shizuka's shuriken without issue and her Wind Release techniques only defeated shadow clones. After she was overpowered during their fight by a jilted lover, Shizuka was helpless to defend herself and needed Naruto to rescue her.

4 Kin Tsuchi Couldn't Keep Tune Within The Otogakure Three

Kin Tsuchi was a member of the Otogakure Three, who participated in Konohagakure's Chunin Exam under Orochimaru's orders. The trio's only female, Kin utilized senbon to strike her enemy's vitals. She also created sound-based genjutsu by attaching chakra-infused bells to the senbon, much to her opponent's confusion.

Although unique, Kin was the weakest member of her squad. Her strategy was obvious and easily identifiable; Shikamaru developed a counter-attack in only seconds while the two battled during the third stage preliminaries. Her bell-genjutsu was so weak Shikamaru broke it easily; later, Kin was knocked unconscious after being caught in his Shadow Imitation Techinque.

3 Kurenai Can't Cut It As A Konohagakure Jonin

Kurenai Yuhi was a Konohagakure jonin and the leader of Team 8. Konohagakure considered her one of its best genjutsu users; sometimes compared to Itachi Uchiha, she utilized flora to entrap multiple opponents, reflect enemy genjutsu back onto its caster, and was capable of sealing a person's kekkei genkai.

Despite the laundry list of accolades, Kurenai rarely proved herself worthy of them. Her genjutsu was immediately broken during her fight with Itachi before she found herself trapped in it. Kurenai rarely accompanied Team 8 on missions; once, she was nearly killed by her former student, Yakumo, before Naruto rescued her with the Talk-No-Jutsu. She retired from life as a kunoichi shortly after this to raise her daughter, Mirai.

2 Anko Only Acquired Snakes From Orochimaru's Curse Mark

Anko was a specialty jonin from Konohagakure, and the first of Orochimaru's test subjects to survive his curse mark. She learned many techniques under the former-Sannin's tutelage. His snake-based techniques enhanced her own unique powers: incredible aim, excellent tracking skills, and an immunity to poison.

Anko is only an active ninja during her time as an exam proctor. Orochimaru easily evaded her during the Chunin Exam, despite her supposed tracking skills; then she failed to capture him using the Murder-Suicide technique, tarnishing her legacy of perfect aim. During the Fourth Ninja War, she was captured by Kabuto, who revived their former master using the drugged-Anko's curse mark.

1 Shizune Hasn't Mastered Creation Rebirth Despite Decades Of Study

Shizune was a jonin of Konohagakure and Lady Tsunade's apprentice. While under the Sannin's tutelage, she learned many techniques to become a sealing and medical kunoichi. She served as an aid to the Fifth, Sixth, and Seventh Hokages, and utilized poison and senbon while defending them from their enemies.

Despite training intensely for several decades, Shizune failed to gain the chakra control required for the Creation Rebirth technique; she was quickly overtaken by Sakura Haruno, another of Tsunade's apprentices, who mastered the technique in only three years. Before this, she openly admitted Kabuto Yakushi's medical knowledge exceeded her own and failed to defeat him despite studying beneath the world's best medical-nin.
