Tobirama Senju was the brother of Hashirama, the First Hokage of Konohagakure. After the death of his brother, the mantle of the Hokage was passed on to him and he became the Second Hokage. Tobirama was a shinobi who did both good and bad, just like most other Hokage.

While some of his actions helped Konohagakure progress quite a lot, he also made some decisions that went on to haunt not just Konohagakure but also the rest of the Naruto world of shinobi for generations to follow.

10 He Never Trusted The Uchiha Clan Members Of His Own Village

Tobirama Senju was not fond of the Uchiha right from the Warring States Era. While his hatred for his enemies was justified at the time, when he became the Hokage, he should've been able to look at them differently.

His distrust in the Uchiha Clan sowed seeds for problems that would emerge years later and harm the village in ways that were unimaginable to him at the time.

9 He Attempted To Crush The Uchiha Resistance By Putting Them In Charge Of Konoha Police Force

Before Hashirama died, he told his brother to not mistreat the Uchiha, but evidently, Tobirama didn't listen to the advice. After the autonomy of the Uchiha was challenged, the clan tried to resist, which didn't sit right with Tobirama.

In an attempt to pacify them, Tobirama wanted to put them in charge of the Konoha Police Force and control them better. While the police force was thought of as a power, in reality, they were nothing but pawns.

8 His Teachings Affected Many Kids Like Danzo Shimura

Tobirama, being the Hokage, was an inspiration to countless shinobi, though his hardline ways perpetuated hate more than anything. While Hiruzen Sarutobi was thought to be a balance between Hashirama and Tobirama, others, like Danzo, took ideas from his ideology and twisted it into something even worse.

Consequently, Danzo harmed the village and their relationship with the rest of the world when all the power was given to him.

7 He Inevitably Led To The Downfall Of The Uchiha Clan With His Policies

Tobirama's treatment of the Uchiha alienated them and made them feel unloved in the village. Even before he became the Hokage, he attempted to contain them by advising his brother against them.

When in power, Tobirama did everything possible to keep the Uchiha in check which eventually boiled down to the Uchiha Clan Massacre during the reign of his successor, Hiruzen Sarutobi.

6 He Destroyed The Future Of A Generation Of Shinobi

Hashirama and Madara created the Hidden Leaf village to prevent kids from suffering on the battlefield and live their lives happily. Tobirama's policies, however, did the exact opposite of that for the Uchiha.

Kids like Shisui and Itachi were made to suffer for the sake of the village. Others, like Sasuke, had their childhood stripped from them and most were simply killed, all because Tobirama couldn't love or trust them.

5 He Created The Edo Tensei Which Was Used For Nothing But Evil

Tobirama was quite an incredible inventor and developed countless powerful Jutsu, but one that he never should've created was certainly the Edo Tensei. The Edo Tensei could never be used for good and instead, it allowed Orochimaru to attack Konohagakure and kill Hiruzen Sarutobi.

The likes of Kabuto took this Jutsu and used it in the Fourth Great Ninja War, which led to the loss of countless shinobi lives.

4 He Couldn't Solidify The Bonds With Other Nations

As a Hokage, Tobirama had to be powerful enough to defend himself and the village from his enemies but he failed to solidify the relationships with other nations.

One of his meetings with the Second Raikage was intervened by the Gold and Silver brothers and when they fought, Tobirama was left at death's door. Later on, he was killed by Kinkaku during the First Great Ninja War.

3 He Created Several Other Forbidden Jutsu

If Edo Tensei wasn't enough, Tobirama continued to develop other jutsu, like the Multiple Shadow Clone Jutsu or the mutually exploding paper tags technique, that was later deemed to be too dangerous to be used.

These Jutsu were classified as Forbidden as they could hurt the user. Knowing that, Tobirama should never have created them in the first place.

2 He Indirectly Led Madara Uchiha To His Goals

Madara Uchiha became one of the main antagonists of the story only because Tobirama enabled his return by creating the Edo Tensei. Once again, his jutsu put the world in grave danger and almost destroyed life on the planet.

Madara Uchiha even thanked Tobirama for creating such a Jutsu and helping him succeed in his goals by making his reanimation possible.

1 Tobirama Was Primarily Responsible For The Fourth Great Ninja War

The Fourth Great Ninja War was started by Obito Uchiha and Kabuto Yakushi and much of it can be traced back to the Second Hokage of Konohagakure. Had Tobirama not treated the Uchiha the way he did, Madara and Obito would never have made plans to use the Infinite Tsukuyomi.

Furthermore, had Edo Tensei not existed, Kabuto wouldn't have had forces for the war. Most of Tobirama's actions furthered the Fourth Great Ninja War.
