There are many big names in Naruto who have made an impression on the fans. One such character is Tobirama Senju. Tobirama Senju was the second Hokage of the Hidden Leaf. He was the younger brother of Hashirama Senju. Tobirama took over after the death of his brother.
He was highly revered by his fellow shinobi. Tobirama reign was cut short by Kinkaku. During the Second Great Ninja War, Tobirama acted as a decoy to protect the younger generation. He named Hiruzen as his successor and died gallantly in the battle versus the Kinkaku squad.

Tobirama Senju was a prodigious kid and from an early age, he looked like he was destined for greatness. He was used by his father, Butsuma Senju, to spy on Hashirama. Tobirama had great intellect and he developed several jutsu. He is responsible for the creation of extremely powerful jutsu such as Shadow Clone Jutsu, Impure World Reincarnation, Flying Thunder God, etc. Most of his jutsu are labeled forbidden. These techniques are highly sought after and there have been several instances where people have tried to steal the scroll on which the jutsu are written. He was later revived during the Fourth Great Ninja War using his own technique.

Tobirama did one thing better than anyone of his predecessors and his successors, and that is, he turned the Hidden Leaf into a major power. He was smart enough to sell tailed beasts to other villages. His brother, Hashirama, had suggested that the tailed beasts should be given to other villages for free. Tobirama also created Leaf Police, the Chunin Exams, the ANBU and the Academy. Under his guidance, the Hidden Leaf prospered quite a lot.

Tobirama's training allowed him to use hand seals with his one hand. This made him a nemesis to face in a fight. Also, he is one of the few shinobi who were able to form hand seals with one hand. With his arsenal of jutsu and being able to craft hand seals with one hand, it made him a worthy adversary.

Tobirama's abilities were extraordinary. He displayed several instances where he was able to detect the chakra of other people. Tobirama could detect the chakra of people who were several countries away. He could even identify the ancestry of a person with the help of their chakra. This is a feat that only a few shinobi can boast of. He was also able to find the exact location of a target even when he was blinded. This enabled Tobirama to help out his team when the Kinkaku squad surrounded them.

Tobirama is a part of the elite group of shinobi for a reason. Just like his elder brother, Hashirama, he managed to master all the five natures. Tobirama was one of the few people who could use all the five natures. He was most adept at using Water Release. This probably helped Tobirama quite a lot against his worst enemies— the Uchiha clan, who specialized in Fire Release. It might have been a way of Masashi Kishimoto insinuating Tobirama's resentment towards the Uchiha Clan.

Tobirama believed in rationality more than anything. He was the complete opposite of his elder brother. He was not hot-headed nor did he run headfirst into problems. Tobirama's favorite words symbolize his belief in having perfect harmony between the body and the soul.
His favorite words were, "Mind, technique, body." Tobirama cooly deliberated about a problem and he liked to make things eloquent. Tobirama's favorite food was rather simple. He liked fresh fish that were found in the rivers of the Hidden Leaf.

Madara is hailed one of the legendary shinobi of all time. Even at a young age, he was capable of fighting against adults. Madara grew up to become the leader of the Uchiha Clan. Madara and his brother, Izuna were equals according to the Fourth Data Book. This was before Madara took Izuna's eyes and awakened the Eternal Mangekyou Sharingan. Tobirama fought against Izuna Uchiha and he was responsible for his death. Izuna could not see through Tobirama's plan and he managed to land a deadly blow.

Throughout the series, the fans have seen many instances where Space-Time ninjutsu has been used. Tobirama was the first shinobi who developed Space-Time ninjutsu. He named the technique, Flying Thunder God. This allowed Tobirama to blitz most of his enemies. It is a great counter to the Sharingan, so it became Tobirama's specialty. This technique allowed Tobirama to kill Izuna Uchiha. When Tobirama was still alive, he was hailed as the fastest shinobi.
2 Uchiha Clan
Tobirama received a lot of criticism for the way he treated the Uchiha Clan. He created the Leaf Police in order to keep them preoccupied and stop them from rebelling against the Hidden Leaf. However, the Uchiha hatred only continued to grow over time. It finally led to the Uchiha launching a rebellion against Hidden Leaf. But, it is unfair to pin the entirety of the blame on Tobirama himself. Tobirama knew about the Uchiha and their "Curse of Hatred." He was aware of the fact that they would eventually rise up against the Hidden Leaf.

Tobirama was without a doubt the best Hokage in Hidden Leaf history. Under his guidance, Tobirama managed to make Hidden Leaf the biggest power. He introduced many reforms and managed to maintain the power of the Hidden Leaf. Tobirama's decision of choosing Hiruzen as the next Hokage also proved to be crucial as the Hidden Leaf would dominate the next Great Ninja War. The biggest flaw of Tobirama's reign would be how he treated the Uchiha. All in all, he is one of the legendary figures in shinobi history.
