The Byakugan is one of the Three Great Dojutsu in the Naruto franchise and an eye that is considered to be a fearsome ability. It allows the user to see the chakra pathway system clearly and, if combined with Gentle Fist, even lets them control the flow of chakra in someone's body.
This eye is a special Kekkei Genkai that belongs to the members of the Otsutsuki clan and the Hyuga clan of the earth and so far, quite a lot of powerful Byakugan users have been introduced in the series.
10 Hinata Hyuga
Hinata is a member of the Hyuga clan and the wife of Naruto Uzumaki. Being the daughter of Hiashi, the way of the Gentle Fist was taught to her from quite a young age and thus, her usage of the Byakugan also became quite refined.
By adulthood, Hinata is considered to be a skilled user of the Byakugan and only a handful of people can better her in the usage of this Kekkei Genkai in the Naruto series.
9 Hanabi Hyuga
Hinata's younger sister, Hanabi is the heiress of the Hyuga clan and thus, a skilled user of the Byakugan Kekkei Genkai. She serves as a Konohagakure Jonin currently and her skill with the eye is already far above the level of an average user.
As a child, she was compared to Neji, a master of the eye, and by the time of The Last: Naruto the Movie, Hanabi's eyes could see more than a fully matured Byakugan.
8 Neji Hyuga
Neji Hyuga was a member of the branch family of the Hyuga clan, however, despite that, he was considered to be a genius. His skills with the Byakugan were such that even the main family members couldn't help but envy him.
As an adult, hardly anyone could use the Byakugan, and Neji could, which says a lot about his skill. To date, he remains to be the best Byakugan user among the humans in the Naruto series.
7 Toneri Otsutsuki
Toneri Otsutsuki is a descendant of Hamura Otsutsuki and he resides on the moon to watch over the world that Hagoromo Otsutsuki built. During the events of The Last: Naruto the Movie, Toneri stole Hanabi's Byakugan and gained quite a lot of power thanks to it.
He even managed to awaken the Tenseigan due to his Otsutsuki chakra and became quite a threat to anyone in his way. He was ultimately defeated by Naruto Uzumaki but it goes without saying that Toneri was quite powerful indeed.
6 Urashiki Otsutsuki
Urashiki is an anime-only Otsutsuki who was recently introduced in the story. Being one of the alien parasites, he was blessed with the powers of the Byakugan right from birth.
As with every user of the eye, Urashiki could see the chakra pathway system and gain near-360° vision as well. His eyes could also use some special powers and even evolve into the Rinnegan when he wanted them to, which is unique to him.
5 Kinshiki Otsutsuki
Introduced first in Boruto, Kinshiki Otsutsuki was the partner of Momoshiki Otsutsuki and he made his appearance right towards the end of the Chunin Exams arc in the story. He wielded the Byakugan in both his eyes and it granted him all the abilities of a normal Byakugan.
What's more, his Byakugan also allowed him to use a Space-Time Ninjutsu which let him travel to anywhere he wanted instantaneously. Kinshiki was, undoubtedly, one of the stronger users of the eye.
4 Hamura Otsutsuki
Hamura was the younger brother of Hagoromo Otsutsuki and the younger son of Kaguya Otsutsuki. Unlike Hagoromo, he didn't gain access to the Rinnegan but instead, inherited the Byakugan from his mother.
Using this eye, Hamura was able to fight Kaguya Otsutsuki for months without tiring. What's more, he also managed to awaken this eye and turn it into the Tenseigan, something that only he had managed to do on his own so far.
3 Isshiki Otsutsuki
The latest Otsutsuki member in the Naruto franchise, Isshiki Otsutsuki was the partner of Kaguya Otsutsuki and came to earth several centuries ago. He wields the Byakugan in one eye, and his other eye possesses a different Kekkei Genkai entirely.
Isshiki Otsutsuki is quite powerful, however, his usage of the Byakugan is quite basic. He also wields it in just one eye and the true power of a Dojutsu can only be unleashed with both.
2 Momoshiki Otsutsuki
Momoshiki Otsutsuki belonged to the main family of the Otsutsuki clan and was partnered with Kinshiki Otsutsuki. He wielded the Byakugan in both eyes and he made great usage of this eye, overwhelming even the likes of Naruto Uzumaki in combat using them.
Momoshiki's eyes turned yellow at full power, however, whether they differed in any way from a regular Byakugan remains unknown. His Byakugan also had the special ability to see the fate of anyone excluding himself.
1 Kaguya Otsutsuki
Undoubtedly, the strongest Byakugan user in the story was Kaguya Otsutsuki, the mother of the Sage of Six Paths. Her eyes with quite special and she used them incredibly well in conjunction with her other abilities.
Kaguya could even produce shockwaves using her eyes and use Kekkei Mōra techniques, such as the Eighty Gods Vacuum Fist, or the Rabbit Hair Needle, which could even melt a perfect Susanoo within seconds.
