The Uchiha clan boasts of a number of elite ninjas. The clan is undoubtedly the most revered in the series. The clan has produced both good and bad ninjas who had a major role to play in Naruto. Shisui Uchiha was one of the most respected ninjas.
He was among the handful Uchiha who broke the Curse of Hatred. Also known as "Shisui of the Body Flicker," he was one of the few ninjas who were feared throughout the ninja war. Shisui was also armed with the dangerous Kotoamatsukami. On the battlefield, not many people managed to survive a fight against him.
10 CAN BEAT: ITACHI UCHIHA
Shisui and Itachi were very close friends. Itachi certainly learned a lot from Shisui. Itachi Uchiha went on to surpass his friend in almost every respect. Itachi's Mangekyou Sharingan had two very strong abilities. One was the Amaterasu— inextinguishable black flames, which could consume fire itself; the other was Tsukuyomi, which is among the strongest genjutsu in the series. Itachi also had the Susanoo at his disposal, which was armed with the Totsuka Blade and the Yata Mirror.
9 CAN'T BEAT: DANZO SHIMURA
Not many anime characters are hated more than Danzo Shimura, and he's probably the only character who doesn't have an army of apologists. Danzo was a Hiruzen's close friend, yet he was his polar opposite. Danzo made others to do his bidding for him. Danzo actually attached Shisui and took his eye; Shisui could have easily killed him, however, this would have caused a huge ruckus within the Hidden Leaf and pushed the Leaf towards a certain war.
8 CAN BEAT: MIGHT GAI
Konoha's Noble Blue Beast of Prey is one of the most eccentric yet most effective fighters in the entire Naruto series. At a very young age, he realized that he needed to work extra hard in order to become strong. Guy was taught about the Eight Inner Gates by his father Might Dai. The full power of the Eight Inner Gates was revealed during the Fourth Great Ninja War where Guy almost killed Madara(he was saved due to his Six Paths powers). Guy's power is far greater than Shisui and it would probably take the Seventh Gate of Shock to beat Shisui.
7 CAN'T BEAT: TSUNADE SENJU
Tsunade is by far the most fearsome kunoichi in the series. She is one of the members of the Legendary Sannin, who are heralded as the Leaf's heroes. Tsunade specializes in medical ninjutsu. Strength of a Hundred technique allows her to recover from serious damage without having to perform hand seals. The power of this jutsu impressed even Madara Uchiha, who proclaimed that Tsunade's technique surpassed that of his grandfather. However, Tsunade doesn't have anything in her locker that would allow her to break free of Shisui's Kotoamatsukami.
6 CAN BEAT: TOBIRAMA SENJU
Tobirama Senju is probably the only person who would deliberately bump into an Uchiha and then banish him from the village. Tobirama fought members of the Uchiha Clan ever since he was a kid. He killed Izuna Uchiha, who was the second strongest Uchiha at that time. Tobirama's creation of the Flying Thunder God technique allowed to bypass the Sharingan. Shisui was also a teleporter and it would have been insanely good between the two, but Tobirama's vast experience gives him the edge.
5 CAN'T BEAT: KAKASHI HATAKE
Kakashi Hatake was considered to be a prodigy. He surpassed everyone's expectations when he became a jonin around the age of 10. Kakashi was lucky to get one of Obito's eyes, which saved him a lot of times, however, using the Sharingan depleted his chakra quickly because he was not a regular Uchiha. Kakashi could not have beaten Shisui who are excelled in genjutsu.
4 CAN BEAT: MINATO NAMIKAZE
Minato was the youngest person who held the office of the Hokage. He was very influential in the Hidden Leaf's victory in the Third Great Ninja War. Minato perfected the Flying Thunder God Technique and its continuous usage led to his epithet "Yellow Flash of the Hidden Leaf." Minato also invented the Rasengan, which he used in combination with his space-time ninjutsu. Minato was capable of taking down entire armies on his own, and he was more than capable of beating Shisui.
3 CAN'T BEAT: NEJI HYUUGA
Neji Hyuuga's story is a very tragic one, not because his father willingly sacrificed himself or that he had to bear the Hyuuga cursed seal, but because he was sacrificed for the sake of a romance. Neji was filled with potential and it was known to everyone that he was indeed destined for great things. He mastered the use of the Byakugan and even devised a technique that covered up the only blindspot of the eye. Neji's fighting style could only be effective if Shisui was within his range, but Shisui could easily cast the Kotoamatsukami to trap Neji.
2 CAN BEAT: SASUKE UCHIHA
At the end of Naruto, Sasuke was the only living Uchiha. He is armed with the Rinnegan as well as the Eternal Mangekyou Sharingan. Also, Sasuke has a vast amount of chakra. He can also use the full-body Susanoo. He beats Shisui in every department. There's no doubt that Sasuke would demolish his Uchiha elder in a fight.
1 CAN'T BEAT: SHIKAMARU NARA
Shikamaru Nara is an innate genius with an IQ of over 200. Given his limited chakra reserves, Shikamaru can even be classified as an overachiever. His intellect allowed him to beat the likes of Temari and Hidan, but Shisui was a cut above the rest. So, it would be impossible for him to defeat Shisui.
