Shippuden has been known to include excessive fillers in the ten years it debuted. Shippuden went as far as making an entire arc loaded with material that did nothing but distract viewers from the storyline. In fact, Shippuden contains 500 episodes that range from great shinobi wars to chunin training battles, but about 41% of them are either repetitive flashbacks or unnecessary fluff.

Master And Student features two side characters, Horatu and Utakata. When Horatu releases a forbidden jutsu that could destroy the entire village, Naruto and Utakata step in to dissolve the damage. Utakata is able to protect himself against Horatu's jutsu, and the forbidden seal is broken. This was the moment they accepted each other as master and student.

The relationship between the two parallels the connection between Naruto and Jiraya. Master And Student is special because the audience gets ironic insight to the heartbreaking news to come. It was only a few moments ago that Jiraya passed away, and the relationship between Horatu and Utakata is a reminder for fans to cherish the relationship Naruto and Jiraya once had.

9 Most Hated: Team Jiraya

Although nostalgic flashbacks aren't necessarily a bad thing, too many scenes from the past can bore viewers. Cutting right in between the Fourth Shinobi War, Team Jiraya begins with Lady Tsunade recounting a story from Jiraya's novel. While it is nice to see Jiraya on screen again, fans couldn't help but be bothered by the lengthy filler.

By this point, the Infinite Tsukuyomi has already been introduced and there are several episodes featured in this alternate dream universe. The audience lost interest in seeing flashbacks. Fans were ready to get to the main plot where the action was instead of dwelling in the dream realm once again.

8 Most Beloved: Revenge Of The Shadow Clones

If there's one element that Naruto fans love just as much as action, it's humor. There's a lot of comedic relief in the Paradise Life On A Boat arc, but Naruto fighting his clones is definitely one of the best moments. Naruto's shadow clones rebel against him, keeping him hostage on the boat after he upsets them. The different facets of Naruto's jutsu are shown effortlessly as all of his clones have a mind and personality of their own.

In the end of Revenge Of The Shadow Clones, the audience finds out Naruto was sleeping. What he thought was a hostage situation was actually just a dream of one of his clones. This hilarious revenge story not only gives people a chance to see Naruto's advancement shadow clone jujutsu, but also showcases his best personality traits.

7 Most Hated: The Allied Mom Force!

The Allied Mom Force! happened during the great Shinobi war, and brought a lot of frustration to the Naruto fanbase. The Allied Mom Force! follows the women of the village as they defend their home while everyone else is fighting in the war. What made this plot so unsettling is how it interrupted so many important battles that could have been shown instead.

It broke the suspense of the story and provided action scenes that seemed unnecessary. Not only that, but it also illustrated stereotypical housewives fighting with kitchen supplies instead of picking up actual weapons. Fans wanted a real battle, not an illusion of one.

6 Most Beloved: A Special Mission

It's impossible to talk about the most beloved filler episodes without including one of the biggest moments - when Kakashi face is finally revealed. In the original Naruto series, episode 101 features Naruto, Sasuke, and Sakura questioning what Kakashi's face looked like without his mask. They all took turns imagining exaggerated facial features and went as far as trying to trick the Sensei into showing his face.

Shippuden's filler is a continuation of this, but with more Hidden Leaf shinobi willing to figure out the mystery. This was a worthwhile flashback, and the final reveal lets viewers gain insight that the other characters will never get. A Special Mission was a hilarious yet satisfactory episode, especially for Naruto fans.

5 Most Hated: The New Chunin Exams

Ninja exams tend to be the highlight of the series, but the start of the Chunin exams didn't evoke the same excitement. Naruto doesn't make much of an appearance at first, which leaves the other characters as the focus. Viewers would expect to see the personality traits of their other favorite characters shine more. However, after Lady Tsunade explains the exams are to lure out the Akatsuki, the focus shifts to politics.

The plot zones in on the Kages. Gaara's new position as the Kazekage and those who disaprove of his leadership is then the highlight. Seeing Gaara with more screen time is astounding, but seeing more politics than action is why the title of The New Chunin Exams gave some individuals false hope.

4 Most Beloved: Power Episode Final

The entire Power arc was deemed a must watch. The arc starts off with Team Kakashi investigating a massacre that took place in Tonika Village. They are confronted by Kabuto and his reinarnated shinobi, who are looking for an item that will grant them great power. This power mimics the nine-tailed demon fox, and the clone shows up to fight Naruto.

Naruto unleashes the power of the nine tailed fox, but not without a battle against restraint and control. This is the first instance the audience sees Naruto attempt to control his secondary power. Intense and dark, the finale is too incredible to miss.

3 Most Hated: Naruto Vs. Mecha Naruto

With the number of dysfunctional episodes in the show, it would seem almost impossible for an episode to be considered too weird. However, Naruto Vs Mecha Naruto left fans questioning why the episode was created. The audience has the chance to watch Naruto fight himself once again as Mecha Naruto comes charging at him and other Hidden Leaf shinobi.

Conflict is cut short when the Mecha Naruto is summoned by Orochimaru, revealing that he was the creator of this chaos. The storyline strayed far from the usual episdes, and it didn't leave much room for understanding.

After being introduced to the idea that multiple-tailed beasts exist, seeing them interact with each other further connected viewers to Naruto's struggle. Resonance introduced Konoha, a portion of the nine-tailed fox's power. Naruto plans to stop Konoha's transformation, but the anger and rage Konoha feels starts to resonate with him.

Naruto enters this new beast form without an ability to control this power, yet he overcomes his emotions by causing himself extreme pain. With an early and shocking display of the nine-tails power, Resonance felt more canon than filler.

1 Most Hated: Killer Bee Rappuden

Killer Bee Rappuden is another Infinite Tsukuyomi episode, starring Killer Bee and Gaara. Killer Bee rescues Gaara from a cell and invited him on a mission. While the plot of Killer Bee Rappuden may not be horrible, it's drawn out for way longer than it needs to be. Bee's persona depends solely on his rapping and his loud boisterious energy, so the entire portrayal of his dream annoyed fans quickly. The audience vote this episode as definitely-skippable filler.
