Sasuke and Naruto are two of the strongest and most capable shinobi in the entire Naruto series. After the Fourth Great Ninja War, Kakashi Hatake became the Sixth Hokage of the Village while Naruto Uzumaki spent his time doing several missions and Sasuke Uchiha roamed the world looking for Otsutsuki clan traces.
With Kakashi stepping down as Hokage, Naruto Uzumaki was made the 7th Hokage of the village, however, Sasuke Uchiha certainly had a good shout as well.
10 Sasuke: Protects From The Shadows
Sasuke Uchiha is known as the Other Hokage of Konohagakure because he protects the village just like Naruto does. Whereas Naruto looks after the people from within the village, Sasuke tracks down any and all threats to Konohagakure from the outside and deals with them from within the shadows.
Sasuke rarely, if ever, gets any credit for what he does and a person like him definitely deserves the spot of the Hokage.

The Will of Fire is one of the most important aspects of the Naruto series that has been hammered into the minds of the fans by Masashi Kishimoto time and again. This will has been passed down from one Kage to the other, with the Third Hokage being the epitome of it.
Naruto Uzumaki emulates the Third Hokage and leads the village by keeping the Will of Fire in his mind.
8 Sasuke: Immortality
Sasuke Uchiha wields the power of the Rinnegan in his left eye, meaning he has the greatest known power in the Naruto world right now. This Rinnegan can ensure that Sasuke stays alive forever, as he himself admitted during his fight against Naruto.
In that case, as the Hokage, Sasuke wouldn't have to entrust anything to others and deal with everything on his own. In doing so, he would ensure the world never falls into chaos again.
7 Naruto: Never Gives Up
Sasuke Uchiha and Naruto Uzumaki are fundamentally different. Unlike Sasuke, Naruto often fails and falters in what he's trying to do, however, what counts is how he handles the failure and stands up afterward.
Naruto Uzumaki never gives up and that's a quality that every Kage should possess. Sasuke, being more pragmatic, would never experience miracles that Naruto has produced with just sheer willpower.
6 Sasuke: Strongest Shinobi
Sasuke Uchiha is level with Naruto Uzumaki as the strongest known shinobi in the entire world and even in its history. However, there's quite a decent chance that Sasuke Uchiha is slightly stronger than Naruto at the moment.
While Naruto sits with office work and grows rusty, something even Kurama admits to, Sasuke actively traces threats and eliminates them, keeping his sword sharper and his strength at peak at all times.
5 Naruto: Carries The History Of Shinobi
Naruto Uzumaki is quite a powerful shinobi, however, what's made him powerful is the history of shinobi, and learning how they lived and died. Naruto, in essence, carries on the will and the ideals of all the Kage who came before him and tries to strike a perfect balance.
He's there to ensure that what his ancestors worked for lives on forever and that a better world where people can trust each other emerges, something Sasuke doesn't really care about.
4 Sasuke: Smarter Shinobi
Sasuke Uchiha has, and will always be, smarter than Naruto Uzumaki. In dire situations, Sasuke knows how to deal with the threat and he analyzes the situation in a much better way.
Naruto is often swayed by emotions and at times, is way too kind for his own good. Sasuke knows when to show compassion and when to draw his blade.
3 Naruto: Seeks A Peaceful World
Naruto Uzumaki knows what kind of world Hagoromo Otsutsuki and his master Jiraiya wanted to build. He wants to build a peaceful world where the need for children going to war doesn't exist, and villages can trust each other.
Naruto has largely succeeded in doing so and he aims to find people who carry on his work after him.
2 Sasuke: Can Track The Otsutsuki Threat
With the shinobi countries no longer at war among themselves, the world is finally at peace. However, the threat that they face now is larger than ever, with the introduction of the Otsutsuki alien parasites.
These beings are much stronger than your average ninjas and they can easily erase a planet if they want to. Sasuke, with his Rinnegan, is the only known person who has the power to track them down and find out information about them, thus being key to the entire thing.
1 Naruto: Inherited Will
Naruto Uzumaki may not be able to look after the village forever, however, his will would eventually be inherited by someone who follows him. In doing so, Naruto Uzumaki can uphold his ideals forever without even being alive all the time.
Naruto may be naive at times, however, his way of shinobi is what has brought together the ninja world today and someone like him is, at the end of the day, the only person fitting the role of the Hokage.
