The world of Naruto is vast and filled with a lot of characters. The vast array of characters provide the fans with an opportunity to choose a favorite. The only problem that comes with having a lot of characters is that not all of them get enough screen time.

They have to settle for a smaller spot no matter how good they are. The fans would have definitely liked some of the other characters getting a story arc of their own.

10 Shisui Uchiha

Shisui Uchiha is one of the most famous characters in Naruto. He was Itachi's best friend and he helped Itachi to learn a lot. Shisui was forced to give up his own life in order to ensure that peace prevailed in the Hidden Leaf. Every fan would have loved it if Shisui got an arc, where he was the lead character. A lot of things about Shisui still remain a mystery. It would have been absolutely marvelous if the fans got to know more about the prodigious Uchiha.

9 Madara Uchiha

Madara was the leader of the Uchiha Clan during the Warring States era. He was the rival of Hashirama Senju, who went on to become the first Hokage of the Hidden Leaf. Madara was betrayed by his own clan members. They chose to side with Hashirama instead and this deeply hurt Madara. Madara's hatred was used by Black Zetsu, who wanted to revive Kaguya Otsutsuki. Madara's story arc would have actually helped the fans to understand him better and learn about the powers of his Mangekyou Sharingan as well.

8 Tobirama Senju

Tobirama was the second Hokage of the Hidden Leaf. He was the younger brother of Hashirama Senju. Tobirama was the opposite of his brother in terms of personality. He was one of the few people who could use all five nature releases.

Tobirama was also the inventor of several forbidden jutsu. Under his reign, the Hidden Leaf became a much more powerful. However, there are still a lot of things that the fans would have liked to know about him. There is no information about his family either. Also, his fight versus Kinkaku and Ginkaku was not shown.

7 Jiraiya

Jiraiya was one of the Legendary Sannin, who made a name for themselves when they fought Hanzo. He was also chosen as the teacher of the "Child of Prophecy." He was also selected for the position of the Fourth Hokage, but he declined the offer. One of Jiraiya's students, Naruto, would go on to fulfill his lifelong desire of creating harmony among the villages. Few things are known about Jiraiya and his past. The fans don't know about his parents or where he went on his adventures.

6 Nagato Uzumaki

Nagato Uzumaki was one of the Amegakure orphans who were trained by Jiraiya. Nagato's parents were killed by ninjas from the Hidden Leaf during the Third Great Ninja War. Nagato had the Rinnegan implanted in his eyes when he was still very young. After Jiraiya left the orphans, Nagato, and co. decided to make an organization that would end the war. However, it wasn't so simple. Nagato started a war against Hanzo and killed him. After Hanzo's death, he took control of Amegakure.

5 Kakashi Hatake

Kakashi is one of the main characters in the series. His life is filled with tragedies. Kakashi lost his father at a very young age when he committed suicide. He accidentally killed Rin who jumped in front of his attack.

If that wasn't enough, Kakashi also lost his best friend, Obito and his teacher, Minato. Kakashi has received a lot of character development and he is truly a magnificent character and well-deserving of a story arc of his own.

4 Gaara

Gaara is the son of Rasa, the fourth Kazekage of the Hidden Sand. He was turned into the jinchuriki of Shukaku. Gaara's life is ridden with tragedies. He was used by his own father as a weapon to destroy the Hidden Leaf. Gaara came through all the pain and hatred in order to become the Fifth Kazekage of the Hidden Sand. Many fans would argue that Gaara would be an excellent protagonist in any series. It would be great if he received a complete story of his own.

3 Neji Hyuga

Neji Hyuga was a prodigy of the Hyuga clan. Despite being a much better fighter than Hinata, a cursed seal was placed on his forehead. Neji had already accepted his destiny and he considered it futile to fight against it. He kept on improving his fighting skills and in part 2, he rose to the position of Jonin. Neji was poorly handed by Kishimoto, who merely considered him a plot device in order to strengthen the bond between Hinata and Naruto. His move earned him heavy criticism as Neji was a fan favorite and deserved better.

2 Might Guy

Might Guy used to be among the elite Jonin of the Hidden Leaf. As a child, Might Guy possessed nothing extraordinary and yet he grew up to be one of the strongest characters in the series. The source of Guy's power was his determination to never give up. His father, Might Dai, helped him a lot. Guy's grit and hard-work enabled him to master the Eight Inner Gates. With full mastery over the power, Might Guy could decimate the strongest of character within seconds.

1 Minato Namikaze

The final character on the list is Minato Namikaze. He was chosen as Fourth Hokage of the Hidden Leaf. Minato exploits during the Third Great Ninja War made him a hero. He became one of the most feared ninjas of his time. Minato earned the epithet of "Yellow Flash of the Leaf" for his heroics. Minato was a great character and he played an important role in the series. His involvement just made the series even better. A story arc based on Minato would have sent waves throughout the fandom.
