10 Six Paths Obito
Obito Uchiha became the Jinchūriki of the Ten-Tails during the Fourth Great Ninja War and gained tremendous powers as a result. He was known to be stronger than all the Kage on the battlefield, along with both Naruto Uzumaki and Sasuke Uchiha.
Being a user of Six Paths powers, Obito was strong enough to fight against Kaguya Otsutsuki, however, his power still paled when compared to hers.
9 Might Guy
Guy was among the strongest shinobi in the Naruto series and he truly proved his worth during the war when he fought Madara Uchiha. After opening the Eighth Gate of Death, Guy could fight on an even footing against Six Paths Madara and even overwhelm him in certain instances.

3 Momoshiki Otsutsuki
Momoshiki is one of the strongest characters in the Narutoverse, especially after having absorbed Kinshiki Otsutsuki. He proved to be strong enough to take on both Naruto Uzumaki and Sasuke Uchiha at once.

2 Isshiki Otsutsuki

With his powers, he could take on nearly anyone in combat. His immensely powerful chakra, along with his Dojutsu, earned him praise as a God. It goes without saying that Hagoromo, in his prime, is strong enough to fight against Kaguya.
