As a series, Naruto has some incredible characters, which have made it one of the most loved anime in the world. Kishimoto paid a lot of attention to the cast and it led to the creation of many memorable characters.
Madara and Momoshiki are among two of the strongest villains in the series. Momoshiki made his appearance in Boruto: Naruto the Movie and while Madara was a part of Naruto. Both the characters are extremely interesting and they have played huge roles. It is not easy choosing between the two as a lot of it down to the preference of an individual.
10 MADARA BETTER: More Character Development
For a long time, the fans believed that Madara Uchiha was the final villain in Naruto. He had an excellent backstory, which involved him going up against his best friend. Kishimoto put a lot of effort into Madara, which made him one of the few enjoyable villains in the series. In comparison, Momoshiki had no real development as a character.
9 MOMOSHIKI BETTER: Still Relevant To The Plot
Momoshiki made his first appearance in Boruto: Naruto The Movie. Momoshiki appeared alongside Kinshiki and placed the future of the planet in jeopardy. Momoshiki also appeared in Boruto manga and anime. Even though he is dead, Momoshiki is still relevant to the plot. It is quite obvious that the Otsutsuki have a major role to play in Boruto, especially with the brand new concept of Karma. On the other hand, Madara lost all relevance when Kaguya was revived.

Madara was a legendary ninja whose name instilled fear in people. Obito used Madara's name to start the Fourth Great Ninja because he knew the power that the name had.
The name "Madara Uchiha" had enough power to bring the Five Shinobi Nations together, which had never happened before. Madara had a lot of iconic moments in the series and he's without a doubt one of the few good villains in Naruto.
7 MOMOSHIKI BETTER: More Powerful
The duo of Momoshiki and Kinshiki was feared by Kaguya Otsutsuki. Kaguya ended up creating an army of white Zetsu in order to fight Momoshiki and Kinshiki. On his own Momoshiki managed to beat several Kage level shinobi. Naruto and Sasuke had to toil to stop him from rampaging. On the other hand, Madara was defeated with relative ease by Naruto and Sasuke. It would be fair to say that adult Naruto could beat Six Paths Madara on his own, however, the same can't be said about Naruto facing Momoshiki.
6 MADARA BETTER: World Peace
Madara was not a bad person. He cared about his family a lot, which is the only reason that he thought of creating a village where his brother could live peacefully, but fate would not have it. Madara's brother died and then Hashirama was elected as Hokage. Madara felt betrayed and left the Hidden Leaf. Madara was manipulated by Black Zetsu who told him about Infinite Tsukuyomi. Madara strived for years in order to achieve his goal. So, he had a noble goal.
5 MOMOSHIKI BETTER: Power Hungry
Momoshiki only had one aim when he came to Earth and that was to get his hands on the chakra fruit. He was ready to kill anyone who dared to stand in his way. Momoshiki was willing to go to extremes, to get his hands on the fruit. Momoshiki absorbed Kinshiki to gain more power.
With his newly gained power, it didn't take him long to get rid of almost all the Kage and Sasuke. One thing is clear that Momoshiki only wanted to become more powerful.
4 MADARA BETTER: That Entry
There are few moments in Naruto which the fans will remember for their entire lives. One such moment is when Madara was introduced during the Fourth Great Ninja War. The introduction of the legendary Uchiha came as a big shock to everyone. Also, it was the first time that fans properly got to see Madara fight. He pummeled several hundred shinobi with relative ease. From that moment on Madara became the main focus of the arc until his poorly executed death. It is quite obvious that Momoshiki can never match Madara's iconic moment.
3 MOMOSHIKI BETTER: Ruthless
Madara was not a mindless killer who wanted power to destroy countries. He actually wanted world peace and Black Zetsu tricked him into believing that Infinite Tsukuyomi was the way to go. On the other hand, Momoshiki had no sense of guilt. He would slaughter everyone and anyone that he liked. He didn't even hesitate for a moment before consuming Kinshiki. He can be classified as a proper evil, villain unlike Madara who was just tricked.
2 MADARA BETTER: Relatable
Both Madara and Momoshiki are extraordinarily powerful characters and it is impossible for normal people to relate to their problems, however, Madara was undoubtedly more human. For a lot of fans, this is important. He suffered from human problems such as the fear of losing his brother. He strived very hard to create the Hidden Leaf, a haven for his brother. He was the leader of the Uchiha Clan and he took care of them. Momoshiki has no human side to him and why should he?
1 MOMOSHIKI BETTER: Alien
Another thing that sets Momoshiki apart from Madara is the fact that the former is an extraterrestrial. He is not at all human. Momoshiki belongs to the Otsutsuki clan, and there are a lot characters who are members of this famous clan. Momoshiki's unique origins make him a rather interesting character, and it is good to have a change since most villains in Naruto and Boruto are humans.
