Among the most powerful leaders in the realm are the five Kage, one for each great nation, and the Hidden Leaf Village is home to the Hokage, or "fire shadow."

The Hokage line spans Hashirama Senju to Naruto Uzumaki himself, and an ideal Hokage is not just a powerful shinobi, but also a wise and skilled politician who puts the needs of others first. Hokage such as Minato Namikaze, Naruto and Lady Tsunade are all beloved Hokage, but many other characters would make for terrible Hokage, and the same is true for other leaders and bosses in other anime series. These characters are either too corrupt, too selfish, too cruel or simply unqualified to become Hokage, even if they ended up in the Naruto world.

During the events of Food Wars!, it became clear that despite his genuine culinary skills and leadership experience, Azami Nakiri is not fit to run a school like Totsuki, nor should he be in charge of an entire ninja village. In fact, he's not even fit to manage a fast-food chain.

Azami's skills are wasted because he is a tyrannical and self-centered person who arrogantly thinks that he alone understands ultimate cuisine and tries to force that vision on others. He's also a stone-cold manipulator and rather stubborn too, meaning he'd make a miserable Hokage.

9 Magma Is A Caveman Brute (Dr. Stone)

Magma is a citizen of Ishigami Village, and while he aspires to become village chief and marry Ruri, the current chief's daughter, he is not fit to rule anybody. Magma thinks he can run a village with brute strength and force of will, but he's wrong. And this problem would be magnified if he were Hokage.

Magma is simply a power-hungry and thuggish warrior, and he's not above trickery to get what he wants. Eventually, he did fall in line with Senku's Kingdom of Science as a manual laborer, but that's not enough to fully redeem him. At most, he's qualified to lead a hunting party, not run the Hidden Leaf Village.

8 Captain Mayuri Kurotsuchi Would Rather Run The R&D Department Than Be Hokage (Bleach)

Bleach's Gotei 13 is run by thirteen Captains, all of them experienced warriors and officers. Some of them might make decent Hokage, such as Byakuya Kuchiki or Shunsui Kyoraku, but certainly not Captain Mayuri Kurotuchi of squad 12. No one would want him as Hokage.

In fact, not even Mayuri himself would want the position, even if it came with serious funding and supplies for his laboratory and ongoing projects. He'd find it tiring and tedious to run an entire village; instead, he'd rather be in charge of the Leaf Village's R&D department. That's the highest rank he'd ever want.

7 All Might Is A Hero, Not A Politician (My Hero Academia)

When it comes to sheer combat power, the seemingly invincible All Might can stand up not only to My Hero Academia villains but also to most Kage, but that alone doesn't make for a good Hokage. The Hokage must deal with international politics, public spending and civil engineering, among many other things. He's not ready for that.

All Might is a smart and experienced hero, and he knows how to look good on the evening news. But he'd be overwhelmed by all this paperwork as Hokage, and politics isn't his strong suit. Instead of being Hokage, he'd rather lead ANBU or perhaps oversee the chunin exams.

6 Demon Lord Clayman Would Get Overthrown (That Time I Got Reincarnated As A Slime)

A council of ten Demon Lords exists in this isekai realm, and all of these lords are experienced politicians and fighters. Demon Lord Clayman is a particularly manipulative Demon Lord, which put him at odds with Rimuru Tempest, and he routinely exploits and abandons his followers.

Clayman is a cruel villain to the end, and he'll even force people to do his bidding with puppet magic necklaces, such as Milim Nava. He'd be a hideously corrupt and unpopular Hokage, and the Leaf shinobi would overthrow him at the demand of the populace. ANBU is on the job.

5 Princess Malty Is Also Corrupt (The Rising Of The Shield Hero)

Princess Malty ranks among the most reviled characters in the isekai genre, and it's easy to see why. This scheming princess joined forces with her father, the king of Melromarc, to get Naofumi Iwatani exiled, causing him a great deal of hardship. Eventually, Naofumi's team, princess Melty and even the queen herself cornered Malty.

Malty and her father were nearly executed, and they certainly no longer rule much of anything. And as Hokage, Malty would quickly be exposed as a corrupt schemer, since this is a village of ninjas who are all espionage and infiltration experts. She can't hide her true nature for long.

4 Katarina Claes Would Be Totally Overwhelmed As Hokage (My Next Life As A Villainess)

The original Katarina Claes smugly flaunted and abused her power, while the new Katarina is a gentle and kind girl who looks out for her friends. She may have a much better personality now, but Katarina is still unfit for Hokage. In fact, she doesn't feel ready to be royalty even in her own otome world.

Katarina is nervous because marrying her fiancé, Geordo Stuart, means living in a castle, and she feels unprepared. If she can't handle that, she definitely couldn't run the Hidden Leaf Village as Hokage, either. Katarina would rather savor her ordinary life with her friends, complete with endless snacks.

3 Akito Sohma Is Used To Ruling Through Emotional Abuse (Fruits Basket)

Akito Sohma is the "god" of the zodiac spirits in Fruits Basket, and she is used to everything being about her. She stays secluded in the Sohma compound, ordering around family members and retainers alike to keep the reclusive family running smoothly -- at least, in her eyes. In reality, the Sohmas are miserable, and plotting to break free of the family.

Akito has some experience in leadership, but she is woefully unready to lead anyone outside the Sohma compound, especially the entire Hidden Leaf Village. It doesn't help that Akito also has regular tantrums and manipulates and threatens everyone around her.

2 Jiemma Orland Would Face Revolt (Fairy Tail)

Like Clayman, Jiemma Orland is a cruel and merciless anime boss who is used to running an organization through intimidation and brutality, not trust and cooperation. He runs the notorious Sabertooth guild, and while he gets results, his methods are unacceptable for any potential Hokage.

Jiemma will publicly humiliate anyone who disappoints him, then kick them out, such as Yukino. He thinks that strength and victory are everything, but a good Hokage knows better. He and Clayman would both get deposed and run out of the village by vengeful ANBU squads if they somehow became Hokage.

1 Captain Hibana Would Rather Not Be Hokage (Fire Force)

Company 5's captain, known as Princess Hibana, is in a similar position as Captain Mayuri Kurotsuchi. She is used to leading one company of men, not an entire village or town, and she would be overwhelmed before long. Neither she nor the Leaf Village people want her to become Hokage.

Hibana is happier in the lab, like Kurotsuchi, where she can research the mysteries of Infernals and spontaneous combustion. She'd rather not expand her responsibilities beyond that. Besides, she has an unsavory habit of openly scorning people as "gravel" and literally walking all over them. No Hokage should behave like that.
