The League of Villains had a pretty bad track record when it came to pulling off its evil schemes. Despite having some incredibly powerful baddies, the group was consistently foiled by various pro-heroes and the students of U.A. High School. However, the team has undergone something of a revolution lately.

The League of Villains defeated the Meta Liberation Army and merged the two groups to form the Paranormal Liberation Front, which is under the control of a vastly powered up Tomura Shigaraki. In addition to gaining access to a cabal of powerful businessmen and politicians, the League of Villains' core members also found ways to unlock their abilities and use them to their full potential.

My Hero Academia #258 finally reveals how Shigaraki is planning to use his united Paranormal Liberation Front, and his first move could spell disaster for the heroes of Japan.

The previous chapter of My Hero Academia jumped forward in time from winter to spring. An establishing shot of a city teased every hero vanishing. Just what this meant wasn't totally clear, and the panel served as a cliffhanger. However, the newest chapter delves into what Hawks discovered during his time spying on the Paranormal Liberation Front, which seemingly explains what happened.

Hawks learns from Twice -- who is now able to use his Double Quirk to create an army of himself -- that Shigaraki is planning to take out the heroes in Japan by attacking every major city in the nation at once. From there, Re-Destro, who previously led the Meta Liberation Army and is himself a powerful businessman, will work with the Hearts and Mind Party to create and profit off of the anarchy that ensues. Shigaraki will then rule this new shattered world, with Twice dubbing his boss "the Second Coming of All For One."

As Hawks is a double-agent, he's seemingly reported this information back to his hero allies. The end of My Hero Academia #258 jumps forward to spring and shows Japan's heroes and the students of U.A. High School heading to a city in order to back up the heroes inside and evacuate them. Thus, the heroes will seemingly vanish from the city due to their evacuation, though obviously something more sinister could end up happening.

The Paranormal Liberation Front is an entirely different beast than The League of Villains. The fact powerful people back the group and its aims mean that some of the most dangerous villains in all of My Hero Academia now have access to resources that could really spell trouble for Japan. The plan to attack all of Japan's major cities at once would take advantage of the group's sheer numbers and sleeper agents in a way that could be absolutely devastating. Even if the Paranormal Liberation Front doesn't end up succeeding at taking out every hero, enough chaos would still allow the group to seize control and achieve its nefarious ends.
