O’Clock, Tiger Bunny and Rapper are in a bind in the My Hero Academia: Vigilantes manga as they try to escape from the underground fighting area that has been turned into a Quirk-stealing trap. In Chapter #91, in the midst of all the drama, O’Clock’s mission is to deliver the information he discovered there to the police, but the mysterious new 'Hooded Villain' is causing him more trouble than he bargained for. So, he decides to put Plan B into effect: operation “Call All Might.” But while this may seem like the cowardly option, O'Clock still proves himself a true hero in his own right.

As O’Clock battles against the Hooded Villain, his analytical skills are indicative of his hero persona. In fact, his analysis of the enemy’s Quirk resembles the detailed observations of Midoriya. His Quirk, Overclock, is perfect for exploiting the weak points in an enemy’s fighting pattern, but at the cost of exhausting his brain, since he can only keep it up for a short period of time. After concluding that the brute force and regenerative powers of the enemy are too much for his small team of vigilantes, he devises a plan to call in the big guns, All Might.

O'Clock also displays his quick thinking in a flashback moments before the battle even begins. O’Clock’s task is to distract the Hooded Villain to give Tiger Bunny an opening while having Rapper provide backup. O'Clock is precise with his decision making, providing Tiger Bunny the perfect opportunity for her escape. But the most important detail in O’Clock’s plan comes when he points out that the police force outside shouldn’t interact with the enemy directly.

In the My Hero Academia world, the police always seem to be able to apprehend villains without any major issues, but that's because most of the time, the villain has already been defeated. O’Clock takes this into account, knowing that the police are not equipped to deal with the unknown threat, therefore leading to his decision to call in All Might. Kurogiri -- and presumably All For One -- even comment that if All Might does to show up, then their whole operation will completely fail. All For One seems to have an interest in O’Clock since he’s been anticipating this battle between the hero and the Hooded Villain, but his desired match-up is slowly slipping out of his grasp.

All Might’s importance in the hero world can sometimes be overlooked but when he’s needed, you know the situation is dire. All Might has already been at the scene for major events in the Vigilantes manga, so for him to be called to an underground fighting arena might not grab his agency’s attention, but knowing All Might, he’ll still rush to the scene regardless if he gets the message. Hopefully in the next few chapters, Sir. Nighteye will make his debut, too, but maybe that’s asking for too much.

O’Clock demonstrates in Chapter #91 that the best heroes don’t need the flashiest moves, they just need a sharp mind, and have the right sense of judgment to call in the cavalry when needed. Based on his present condition, O'Clock might be nearing his demise as a hero since he no longer possesses Overclock in the present-day. His actions and quick thinking here might be what leads him down the self-sacrificial path for the greater good, but we’ll soon find out in the coming chapters.
