Re-Destro is one of the strongest villains to have been introduced to the fans in My Hero Academia. He is a powerhouse who led the Meta Liberation Army at one point. Re-Destro possesses an incredible Quirk, known as Stress, that allows him to grow stronger the more stressed he is.
Although monstrously powerful, there are some whose strength measures far above him. Being one of the biggest bad guys in the series does not mean that one will inherently be the strongest, after all.
10 Stronger: Shigaraki Tomura
Shigaraki is one of the main antagonists of My Hero Academia and the leader of the newly formed organization called Paranormal Liberation Front.
Over the course of time, he has become extremely powerful to the point where he defeated Re-Destro in a fight. Furthermore, he recently awakened his Quirk which made him several times more threatening than before.
9 Weaker: Midoriya
Midoriya is the protagonist of My Hero Academia and he aims to become the No.1 Hero. He is a very powerful student who has trained incredibly hard to reach a level where he's capable of defeating powerful villains.
He wields the power of One For All, a very powerful Quirk that was formerly wielded by All Might. Unfortunately, Midoriya hasn't mastered its completely yet, and knowing the level that he is right now, he doesn't have a chance of beating Re-Destro.
8 Stronger: Gigantomachia
Giantomachia was once the most loyal follower of All For One and also his bodyguard. Currently, he serves Shigaraki Tomura, the successor of All For One. Gigantomachia is an extremely powerful being who possesses insane strength thanks to which he has toppled many opponents.
He fought against Villian League's top officials which included Shigaraki himself and defeated them with minimal effort. Furthermore, he even made Gran Torino fall back along with several officers while on Kurogiri's pursuit.
7 Weaker: Bakugo
Bakugo is one of the strongest members of the new generation of Heroes in My Hero Academia. He is an insane combatant with the power of the Explosion Quirk thanks to which he has blasted himself past all the Villains who have ever stood in his way.
Bakugo is known to have tremendous potential and he aims to surpass All Might one day. However, he still has some training to do in order to best the likes of Re-Destro.
6 Stronger: All For One
All For One was the No.1 Villian of Japan and the former leader of the League of Villains. He was the greatest threat to Hero Association and the only one who could push All Might to his limits.
All For One possesses multiple Quirks which makes it extremely hard to fight against him. Other than All Might, no Hero has ever been able to best, or even put up a fight against this Villian. He can defeat Re-Destro with ease if the situation ever arises.
5 Weaker: Todoroki
Todoroki is the son of Endeavour and a powerful student known to have the potential to surpass even the current Number 1 Hero. He possesses a Quirk named Half-Cold Half-Hot which grants him the ability to control fire and ice at will.
With time and continuous training, Todoroki's control over his Quirk has increased significantly and he has learned techniques such as Flash Fire Fist with which he can decimate his opponents. He's getting closer to Re-Destro's level, however, he isn't quite there yet.
4 Stronger: All Might
All Might was once the Symbol Of Peace and the strongest Hero in Japan. He possessed a Quirk named One For All which increased his physical attributes greatly.
With this power that he inherited from Nana Shimura, All Might defeated countless Villian in his lifetime and also All For One himself. He was feared by all of the Villians and with his might, he withheld the peace of Japan for a very long time.
3 Weaker: Kirishima
Kirishima, also know as Red Riot, is a student from U.A. He is a very formidable fighter who relies on not just his Quirk but also his physical strength in battle.
Although his Quirk, known as Hardening, makes him a threat, his iron will helps him keep fighting even when he faces a stronger opponent. Unfortunately for Kirishima, he is absolutely no match for Re-Destro as he is right now.
2 Stronger: Endeavor
Endeavor is the current strongest Hero in Japan who aims to become the next Symbol of Peace after All Might. He is an extremely powerful Hero, bested only by All Might, and acknowledged by the likes of All For One himself.
He should how ferocious a fighter he can be in his clash against Hoof, who was both stronger and faster than him. Although Re-Destro is powerful, his skills are not on par with the current Number One Hero.
1 Weaker: Mineta
Mineta is one of the many students at U.A. Highschool who want to become a Hero. He is a rather weak character and someone who can be easily defeated by any average Villain.
His Quirk isn't suited for combat as its only property is to stick to any surface it touches. Mineta hasn't fought anyone in a proper fight and if he comes across Re-Destro, he'll be dealt within a matter of seconds.
