Since All For One went to prison, Tomura Shigaraki has seen his own abilities getting significantly augmented. The villain was able to take down an entire city during the League of Villains' battle against the Meta Liberation Army, and most recently he absolutely devastated Jaku Hospital and the area around it after waking from Daruma Ujiko's attempts to boost his power. Now in possession of the original All For One Quirk, Shigaraki has fully awakened, and he's sporting both a new addition to his costume and an upgrade to his ability.

At the start of My Hero Academia #273, Midoriya Izuku/Deku and the rest of the young heroes in the city just outside of Jaku Hospital are working to evacuate the area while stopping Shigaraki's wave of destruction. As Deku realizes just what's going on, the manga shifts to Shigaraki, who is standing atop a rocky outcropping where the hospital used to be. Shigaraki is now apparently wearing X-Less' cape. As the Pro-Hero closest to Shigaraki when the villain woke up, X-Less was killed by the Decay Quirk.

Shigaraki, who is still becoming accustomed to his new powers, observes he now has the ability to "choose when to make stuff Decay now," meaning he has much more control over his already formidable powers. After this realization, Shigaraki contacts Machia and tells him to bring the Paranormal Liberation Front members so they can really unleash on the Pro-Heroes. However, Enji Todoroki/Endeavor arrives -- having survived Shigaraki's attack -- to fight the villain one-on-one.

Overall, the addition of a cape, alongside his now significantly lighter hair, serve to make Shigaraki look even more like a villain than he did before. Much of My Hero Academia has been about building the future generations of those on the side of justice and chaos. With his new upgrades, Shigaraki is now more of a threat than ever before, and he certainly looks the part, finally donning an appearance befitting an anime villain. While Shigaraki may still undergo some changes yet, he's received both a major upgrade to his costume and his abilities that cement him as My Hero Academia's biggest villain.
